Job Description
The Centre for Social Accountability and Transparency (CSAT) has embarked on the implementation of its new Strategic Plan (2025–2030). In response to the organisation's evolving needs and growing demands, CSAT is inviting applications from suitably qualified and passionate individuals to fill newly created positions aimed at strengthening the delivery of its mission and strategic objectives.
POSITION 1: FINANCE AND COMPLIANCE MANAGER (GRADE GS3)
Reports to: Executive Director
Purpose:
Ensure sound financial management, risk management, and regulatory compliance.
Key Responsibilities:
- Lead financial management, budgeting, and reporting
- Ensure compliance with donor, statutory, and organizational financial requirements
- Strengthen internal controls, financial systems, and risk management
- Coordinate audits and implement audit recommendations
- Oversee cash flow, procurement compliance, grants, and asset management
- Prepare financial reports for management, the Board, and donors
- Support organizational planning, budget development, and policy compliance
Qualifications and Experience:
- Bachelor's Degree in Accounting, Finance, Commerce, Business Administration, or a related field; a Master's Degree is an added advantage
- Professional accounting qualification (ACCA, CIMA, CPA, or equivalent)
- Minimum of seven (7) years' experience in financial management, accounting, grants management, and compliance, including at least three (3) years in a senior management role
- Proven experience managing donor-funded projects and donor compliance requirements
- Strong knowledge of financial reporting standards, budgeting, financial analysis, internal controls, risk management, procurement oversight, and statutory compliance
- Proficiency in accounting software and advanced Microsoft Excel; NGO/development sector experience is an added advantage
POSITION 2: ACCOUNTANT
Reports to: Finance and Compliance Manager
Purpose:
The Accountant is responsible for ensuring sound financial management, maintaining accurate accounting records, supporting budget implementation, and ensuring compliance with organizational policies, donor requirements, and statutory obligations.
Key Responsibilities:
- Maintain accurate financial records and prepare periodic financial reports
- Process payments, reconcile accounts, and manage cash flow, treasury, and statutory obligations
- Support budget preparation, monitoring, and variance analysis
- Ensure compliance with donor, statutory, and organizational financial requirements
- Strengthen internal controls, manage financial risks, and safeguard organizational assets
- Coordinate audits, prepare financial statements, and maintain the asset register
- Provide financial guidance to staff and support compliance with financial policies and donor requirements
Qualifications and Experience:
- Bachelor's Degree in Accounting, Finance, Commerce, or a related field
- Professional qualification such as ACCA, CIMA, CPA, or CA(M) will be an added advantage
- At least three (3) years of relevant experience, preferably in the NGO or development sector
- Experience in donor-funded project accounting and financial reporting
POSITION 3: GOVERNANCE SPECIALIST (GRADE GS3)
Reports to: Executive Director
Purpose:
Lead CSAT's work on governance reforms, natural resource governance, public accountability, and transparency initiatives.
Key Responsibilities:
- Design and implement governance and accountability programs
- Lead social accountability interventions and citizen oversight mechanisms
- Conduct governance assessments and policy analysis
- Coordinate natural resource governance initiatives, including mining, energy, land, and environmental governance
- Monitor public resource management and service delivery
- Facilitate multi-stakeholder engagement platforms
- Produce research reports, policy briefs, and advocacy materials
- Support citizen monitoring and accountability structures
- Engage public institutions on governance reforms
- Represent CSAT in relevant technical working groups and networks
Qualifications and Experience:
- Bachelor's Degree in Natural Resource Management, Environmental Management, Climate Change, Public Policy, Development Studies, Economics, Governance, Public Administration, Political Science, Social Sciences, Community Development, Law, or a related field
- A Master's Degree in a relevant field will be an added advantage
- Minimum of seven (7) years of progressive experience in natural resource governance, climate finance, environmental governance, public policy, or sustainable development, with at least three (3) years in a senior or supervisory role
POSITION 4: CITIZEN ENGAGEMENT SPECIALIST (GRADE GS3)
Reports to: Executive Director
Purpose:
To strengthen citizen participation, community organizing, and grassroots accountability initiatives by promoting inclusive civic engagement, social accountability, and community-driven development.
Key Responsibilities:
- Develop and implement citizen engagement strategies to enhance public participation
- Facilitate community mobilization and civic education activities
- Strengthen community structures and citizen oversight committees
- Promote citizen participation in public decision-making processes
- Coordinate social accountability forums and public dialogues
- Build and maintain partnerships with community-based organizations, local leaders, civil society organizations, government institutions, and development partners
- Facilitate citizen feedback, complaints, and grievance redress mechanisms
- Support the design and implementation of community-driven advocacy campaigns
- Document citizen voices, community concerns, and local accountability issues
- Monitor, evaluate, and report on citizen engagement activities, outcomes, and impact
Qualifications and Experience:
- Bachelor's Degree in Development Studies, Social Sciences, Public Administration, Community Development, Governance, Political Science, Communications, or a related field. A Master's Degree will be an added advantage
- Minimum of seven (7) years' relevant experience in citizen engagement, community mobilization, governance, social accountability, or participatory development, including at least three (3) years in a senior or supervisory role
POSITION 5: BUSINESS DEVELOPMENT SPECIALIST (GRADE GS3)
Reports to: Executive Director
Purpose:
To lead resource mobilization, partnership development, and organizational sustainability initiatives by securing funding, strengthening strategic partnerships, and driving organizational growth.
Key Responsibilities:
- Identify funding opportunities and establish strategic partnerships
- Lead proposal development and grant acquisition efforts
- Develop and implement resource mobilization strategies
- Build and maintain relationships with donors, foundations, private sector organizations, and development partners
- Coordinate fundraising and institutional development initiatives
- Maintain donor intelligence databases and funding opportunity tracking systems
- Support contract and grant negotiation processes
- Develop and strengthen strategic partnership frameworks
- Monitor donor funding trends and identify emerging funding opportunities
- Support the development of innovative financing and sustainability approaches
Qualifications and Experience:
- Bachelor's Degree in Business Administration, Strategic Management, Economics, Development Studies, Public Administration, Project Management, International Development, Marketing, or a related field. A Master's Degree will be an added advantage
- Minimum of seven (7) years' relevant experience in business development, resource mobilization, partnership development, grant acquisition, or programme development, including at least three (3) years in a senior or strategic role
POSITION 6: COMMUNICATION AND DIGITAL ADVOCACY OFFICER (GRADE GS4)
Reports to: Director of Programs and Policy
Purpose:
To lead CSAT's strategic communications, media engagement, branding, and digital advocacy initiatives by enhancing organizational visibility, strengthening public engagement, and promoting evidence-based advocacy through effective communication platforms.
Key Responsibilities:
- Develop and implement organizational communication and visibility strategies
- Manage media relations and coordinate public communication initiatives
- Prepare and publish press statements, articles, newsletters, reports, and other communication materials
- Manage and regularly update CSAT's website and social media platforms
- Design and implement digital advocacy and public awareness campaigns
- Support the dissemination of research findings, policy briefs, and advocacy products
- Develop high-quality communication materials, case studies, success stories, and multimedia content
- Monitor media coverage, public discourse, and emerging communication trends
- Strengthen CSAT's corporate branding and organizational visibility
- Support stakeholder engagement, public awareness, and outreach initiatives
Qualifications and Experience:
- Bachelor's Degree in Communications, Journalism, Public Relations, Media Studies, Digital Media, Marketing, ICT, Development Communication, or a related field
- Minimum of five (5) years' relevant experience in strategic communications, media relations, digital advocacy, or public relations
POSITION 7: MONITORING, EVALUATION, RESEARCH AND LEARNING (MERL) OFFICER (GRADE GS4)
Reports to: Director of Programs and Policy
Purpose:
To lead organizational monitoring, evaluation, research, learning, and knowledge management systems by strengthening evidence generation, promoting organizational learning, and supporting data-driven decision-making and programme improvement.
Key Responsibilities:
- Develop, implement, and manage organizational Monitoring, Evaluation, Research, and Learning (MERL) frameworks
- Design monitoring tools, performance indicators, and data collection methodologies
- Track project performance, outcomes, and organizational impact against strategic objectives
- Lead programme evaluations, assessments, baseline studies, end-line evaluations, and learning reviews
- Coordinate data collection, analysis, interpretation, and reporting across programmes
- Produce high-quality evidence-based reports, research publications, and learning products
- Support adaptive management and continuous programme improvement through data-driven recommendations
- Manage organizational databases, information systems, and knowledge management platforms
- Ensure data quality, accuracy, integrity, and compliance with organizational standards
- Support donor reporting, accountability, and results-based management requirements
Qualifications and Experience:
- Bachelor's Degree in Monitoring and Evaluation, Statistics, Economics, Development Studies, Social Sciences, Public Policy, Demography, Research Methods, Project Management, or a related field
- Minimum of five (5) years' progressively responsible experience in monitoring, evaluation, research, learning, and knowledge management within the NGO, development, government, or donor-funded sector
POSITION 8: HUMAN CAPITAL AND ORGANIZATIONAL DEVELOPMENT OFFICER (GRADE GS4)
Reports to: Finance and Compliance Manager
Purpose:
To lead human resource management, organizational development, and institutional strengthening initiatives by fostering a high-performing workforce, promoting organizational effectiveness, and ensuring compliance with human resource policies and labour regulations.
Key Responsibilities:
- Manage recruitment, selection, onboarding, and staff retention processes
- Develop, review, and implement human resource policies, procedures, and guidelines
- Coordinate and manage staff performance management systems
- Facilitate staff learning, professional development, and capacity-building programmes
- Lead organizational culture, employee engagement, and staff wellness initiatives
- Support succession planning, talent management, and leadership development
- Ensure compliance with Malawi labour laws, employment regulations, and organizational HR policies
- Manage staff welfare, occupational health and safety, and employee relations matters
- Support organizational restructuring and change management initiatives
- Coordinate institutional capacity assessments and organizational development plans
Qualifications and Experience:
- Bachelor's Degree in Human Resource Management, Human Capital Management, Organizational Development, Business Administration, Industrial Psychology, Public Administration, or a related field
- Minimum of five (5) years' relevant experience in human resource management, organizational development, talent management, or institutional strengthening
POSITION 9: CSAT TOLL-FREE LINE OPERATOR (GRADE GS5)
Reports to: Director of Programmes and Policy
Purpose:
To manage the CSAT Toll-Free Accountability Hotline by receiving, documenting, processing, referring, and following up on citizen complaints, enquiries, feedback, and whistleblower reports related to governance, public service delivery, corruption, and social accountability.
Key Responsibilities:
- Operate the CSAT toll-free hotline and respond professionally to citizen enquiries
- Register, document, and maintain accurate records of all cases using the organizational case management system
- Screen, categorize, refer, and track complaints to relevant programme staff and appropriate institutions
- Conduct follow-ups and provide timely feedback to complainants on the status of their cases
- Maintain a secure hotline database and prepare daily, weekly, and monthly reports
- Uphold confidentiality, safeguarding, whistleblower protection, and data protection standards
- Educate citizens on their rights, public services, and accountability mechanisms
- Maintain high standards of customer service, quality assurance, and ensure hotline equipment remains functional
- Support community outreach, awareness campaigns, and perform any other duties assigned by the supervisor
Qualifications and Experience:
- Diploma or Bachelor's Degree in Communications, Public Administration, Social Sciences, Development Studies, Community Development, Law, Information Management, or a related field
- Minimum of two (2) years' experience in customer service, call centre operations, complaint handling, helpdesk services, or citizen engagement
POSITION 10: DRIVER (GRADE GS5)
Reports to: Human Capital and Organizational Development Officer
Purpose:
To provide safe, reliable, and efficient transport services for CSAT staff, consultants, partners, and visitors while ensuring the proper maintenance, cleanliness, security, and efficient operation of organizational vehicles.
Key Responsibilities:
- Provide safe, timely, and professional transport services for staff, partners, consultants, and official visitors
- Transport personnel, equipment, and materials for field activities, meetings, and official assignments
- Conduct daily vehicle inspections to ensure vehicles are clean, roadworthy, and compliant with legal requirements
- Maintain accurate vehicle logbooks, fuel records, mileage records, and maintenance schedules
- Coordinate routine servicing, repairs, insurance, licensing, and promptly report vehicle faults
- Support logistics for meetings, workshops, and field activities
- Assist with banking, procurement, document delivery, and other administrative errands
- Promote efficient fuel utilization, ensure emergency equipment is available, and comply with organizational transport policies
- Maintain confidentiality, professionalism, and perform any other duties assigned by management
Qualifications and Experience:
- Malawi School Certificate of Education (MSCE) or its equivalent
- Valid and clean Malawi Driver's Licence with the appropriate driving classes. A Defensive Driving Certificate will be an added advantage
- Minimum of three (3) years' driving experience with an NGO, government institution, development partner, or reputable private organization
- Experience driving both manual and automatic vehicles
- Good knowledge of Malawi's road network, willingness to travel extensively, and basic vehicle maintenance and troubleshooting skills
