Malawi Council for Disability Affairs (MACODA)
Job Description
The Malawi Council for Disability Affairs (MACODA) is a Statutory body established by the Persons with Disabilities Act (No. 4 of 2024). MACODA's core mandate is to promote and protect rights and freedoms of persons with disabilities. The Council is an enforcement agency of the Act and is mandated to investigate and carry out inquiries into violations of rights of persons with disabilities.
MACODA is inviting applications from suitably qualified persons to fill the following vacant positions existing in the Council.
POSITION 1: INTERNAL AUDITOR
Grade: MCD 6
Reporting to: The Director General
Responsible for: Auditing all financial and material resources for MACODA
Key Duties and Responsibilities:
Planning and executing risk-based audits at MACODA head office, MACODA factory Kamuzu and Lilongwe Vocational Training Centre, District offices, and projects spread across the country
Prepare audit reports and track implementation of recommendations
Identify internal controls weaknesses and recommend improvements
Designing, developing and reviewing internal audit policies, procedures and systems
Investigating and reporting on any incidents of fraud, thefts and other incidents occasioned by failure in internal control systems
Monitoring and reporting on adherence to statutes, policies and regulations governing MACODA and its operating environment
Facilitating redress through litigation, recovery and claims for losses incurred by the Council
Liaising with and providing support to external auditors during statutory audits
Qualifications and Experience:
Bachelor's Degree in Accounting, Finance, Auditing or any related fields obtained from an accredited institution with 5 years working experience in a busy organisation
Should be a member of the Institute of Internal Auditors (IIA) Malawi
Personal Attributes and Specifications:
Wide knowledge of the country's public finance management laws
Knowledge of relevant accounting and auditing standards
Be conversant with audit procedures for programs and projects
Experience in carrying out investigations
Sound communication, interpersonal and presentation skills
Excellent decision making, good judgement and sound planning
Be computer literate and innovative
Be well versed in risk management
POSITION 2: INFORMATION AND COMMUNICATION TECHNOLOGY OFFICER (1 POST)
Grade: MCD 5
Reporting to: Human Resource and Administration Manager
Responsible for: Overseeing the development, implementation, and maintenance of the MACODA's software applications and systems; managing the institution's ICT systems and procedures, needs and requirements and ensuring that the Council's Disability Information Management System (DMIS) is running at all times
Key Duties and Responsibilities:
Coordination of publication and information dissemination system for MACODA
Provide technical and infrastructure support for the ICT environment at MACODA
Managing network administration, maintenance and monitoring
Ensure that security and integrity of systems, network and data, are not compromised
Maintaining physical security and good order of Information and Communication Technologies infrastructure
Developing and maintaining internal workflow systems
Developing, maintaining and enforcing the Council's ICT policy
Managing and providing support to DMIS network with centre, district and community offices
Supporting MACODA programs visibility through digital platforms
Capacitating and orienting staff on ICT facilities
Maintaining ICT inventories including the library, social media platforms, software assets, hardware and stakeholder communications
Facilitate ICT and digital based innovations
Qualifications and Experience:
Bachelor's Degree in Computer Science, Computer Engineering or Information and Communication Technology obtained from an accredited institution with 5 years of experience working in a similar position
Personal Attributes and Specifications:
Must have demonstrable skills in computer and network infrastructure
Be self-motivated, proactive ability to work with minimum supervision
Conversant with data protection relevant legislation governing the Malawi's ICT sector
Ability to implement new infrastructure, software solutions and upgrades
POSITION 3: HUMAN RESOURCE MANAGEMENT OFFICER
Grade: MCD 5
Reporting to: Human Resource and Administration Manager
Responsible for: Supporting all functions of Human Resource Management, Planning and Development within the Council; participating in all operations and programs pertaining to Human Resource Management
Key Duties and Responsibilities:
Preparing, organising and maintaining accurate staff records and database
Reviewing job descriptions in line with the changes in job requirements
Supervising and assessing performance of junior staff
Assisting in staff development needs assessment
Supporting resource development and development of Human Resource Management policies, procedures, rules and regulations
Providing support in the process of recruitment and selection processes
Maintaining records for leave, pension administration, performance appraisal, training and personnel administration
Initiating and managing recruitment processes in liaison with relevant heads of departments
Support the development and implementation of institutional work place policies
Managing the onboarding process for newly recruited staff
Qualifications and Experience:
Bachelor's Degree in Human Resources Management, Business Administration, Public Administration or related field from an accredited institution with 3 years' experience
Personal Attributes and Specifications:
Good practical knowledge of Malawi's labour legislation
Practical skills and competencies in organisational and institutional procedures on HR
Knowledge of progressive practices in contemporary HR and public administration practices
Knowledge of corporate governance ethos and practices
Understanding and appreciation of work place policies including safeguarding, gender, sexual harassment and complaints handling
Excellent communication and interpersonal skills
Highly innovative and computer literate
POSITION 4: PROCUREMENT AND ASSETS DISPOSAL OFFICER
Grade: MCD 5
Reporting to: Director of Finance & Administration
Responsible for: Providing professional, efficient, and effective procurement and supply services in compliance with the applicable Public Procurement and Disposal of Assets legal framework and MACODA policies, while facilitating the cost-effective procurement of goods, services, and works
Key Duties and Responsibilities:
Developing and monitoring the implementation of annual procurement plans
Guiding the preparation of product specifications and Terms of Reference (TORs), bidding documents and the tender evaluation process
Preparing evaluation and selection reports and managing procurement contracts for the attention of MACODA Internal Procurement and Disposal of Assets Committee
Manage records for all procurement and disposal activities as prescribed in the public procurement and disposal legal and regulatory framework
Managing and monitoring supply and service contracts and logistics related to procurement activities
Maintenance of procurement database and procurement registry for the Council
Preparation of monthly procurement reports
Providing general advice and assistance to staff and management on procurement and asset disposal processes
Provide secretarial services to the evaluation, and internal procurement and disposal committees
Qualifications and Experience:
Bachelor's Degree in Procurement and Logistics or Supply Chain Management from an accredited institution with a minimum of 3 years of relevant work experience
Must have familiarity with public procurement laws
Must be a member of Malawi Institute of Procurement and Supplies (MIPS)
Personal Attributes and Specifications:
Should be well grounded in procurement
Should have good interpersonal skills and be a team player
Sound and excellent practical knowledge of PPDA procurement guidelines
High level of integrity and professionalism
Highly motivated and flexible person with ability to work under pressure
POSITION 5: ASSISTANT REHABILITATION OFFICER (3 POSITIONS)
Grade: MCD 6
Reporting to: Rehabilitation Manager
Responsible for: Provision of implementation of community based inclusive development programs at the district level for the promotion and protection of the rights of persons with disabilities
Key Duties and Responsibilities:
Conduct the identification, initial assessment and referral of persons with disabilities
Maintain a database of persons with disabilities and organizations implementing disability programs in an assigned catchment area
Provide training on the Persons with Disabilities Act, National Disability Policy and other relevant documents
Plan and implement activities aimed at creating public awareness on disability rights in the catchment area
Provide counseling services to persons with disabilities and their guardians
Supervise the day-to-day tasks of Community Rehabilitation Assistants and Community Rehabilitation Volunteers
Promote inter-agency collaboration in line with the cross-cutting nature of disability
Draw and implement rehabilitation plans
Compile and submit reports to the Rehabilitation Manager and other partners
Ensure that family members are involved in the rehabilitation process
Handle complaints on the violation of the rights of persons with disabilities
Investigate any matter relating to violation on the rights of persons with disabilities
Assist in the mobilization of resources at district level for disability programming and interventions
Qualifications and Experience:
Bachelor's Degree in Community Development, Social Work or any Social Science Degree, Project Management, or Special Needs Education with 3 years relevant working experience
Personal Attributes and Specifications:
Be conversant with human rights issues affecting persons with disability in Malawi
Computer literacy skills
Experience in stakeholder collaboration and resource mobilization
