DEPARTMENT & TEAM PURPOSE

Department Purpose: To lead and enable the delivery of Oxfam's Global Strategy in Southern Africa by operating as a unified, regionally integrated team that drives systems change through partner-centred programming, strategic influencing, and knowledge-led practice. The department ensures an agile, digitally enabled and cost-efficient operating model that maximises impact, strengthens regional coherence, and positions Oxfam as a catalyst, convenor and trusted partner across the region.

Team Purpose: We are part of a broader movement for justice in Southern Africa and work in solidarity with partners, allies, and the communities we serve. Our role is to enable locally led change by strengthening the capacity, voice and influence of local actors to shape the systems and institutions that govern power and resources. Through partnerships, convening spaces, and evidence-based influencing, we contribute to thought leadership and collective action on gender and social justice, accountable governance, and alternative economic systems.

JOB PURPOSE

The Cluster Leadership Team (CLT) Coordinator provides senior strategic coordination, governance support, executive workflow management, and organisational effectiveness leadership for the Southern Africa (SAF) Cluster Leadership Team.

The role is responsible for strengthening the strategic and operational effectiveness of the Cluster Director and Cluster Leadership Team by ensuring that leadership systems, governance processes, strategic planning cycles, decision-making structures, and cross-functional coordination mechanisms are highly organised, disciplined, and responsive to the evolving priorities of Oxfam's regional operating model.

Operating under the Cluster Director, the role serves as the principal coordination and governance support function for the CLT, acting as the central point for leadership planning, documentation, accountability tracking, information management, internal coordination, and strategic process management. It ensures that leadership decisions are effectively prepared, communicated, implemented, monitored, and institutionalised.

The role plays a critical enabling function within Oxfam's regional transformation by strengthening internal coherence, reducing fragmentation, improving leadership discipline, and ensuring that strategic priorities translate into coordinated action across a highly matrixed, decentralised, and partner-led regional structure.

Operating without direct line management responsibility, the role requires high professional autonomy, exceptional organisational capability, systems thinking, executive coordination skills, and strong political and institutional awareness.

CONTEXT

Southern Africa is experiencing a convergence of complex and interlinked crises. Persistent poverty and extreme inequality, among the highest globally, continue to shape the lives of millions, compounded by climate shocks, economic instability, shrinking civic space, and entrenched gender inequalities.

At the same time, the region is undergoing rapid transformation. Climate-induced disasters such as droughts, floods, and cyclones are intensifying, humanitarian needs are rising, and urbanisation is reshaping patterns of poverty and exclusion. Youth populations are expanding rapidly, presenting both opportunities for change and risks of deepening inequality if economic inclusion is not achieved.

In response, Oxfam in Southern Africa has undergone a significant organisational transformation; shifting from country-based programming to a unified regional model designed to increase impact, efficiency, and influence across the Southern African Development Community (SADC). The 2026–2030 Strategy marks a decisive shift toward locally led, partner-driven approaches, with Oxfam acting as a convenor, catalyst, and influencer rather than a direct implementer.

KEY RESPONSIBILITIES

1. CLT Coordination, Strategic Workflow Management & Leadership Effectiveness (25%)

  • Coordinate CLT planning cycles, schedules, priorities, and leadership workflows.
  • Manage leadership calendars, strategic processes, and decision pipelines.
  • Strengthen cross-functional coordination across programmes, business support, and business development.
  • Ensure strategic priorities are translated into structured workflows.
  • Support leadership alignment across multiple teams and countries.
  • Track dependencies, bottlenecks, and strategic follow-through.
  • Strengthen executive discipline and organisational responsiveness.

2. Governance Systems, Decision-Making Structures & Accountability Support (20%)

  • Prepare agendas, briefing packs, strategic papers, and governance documentation.
  • Support governance structures including CLT meetings, strategic reviews, leadership forums, and decision-making platforms.
  • Maintain decision logs, governance records, action trackers, and compliance documentation.
  • Ensure leadership decisions are clearly documented, effectively tracked, and timely implemented.
  • Promote accountability and institutional memory.

3. Executive Meeting Management, Leadership Facilitation & Strategic Engagement Support (15%)

  • Coordinate preparation and logistics for CLT meetings, strategic planning sessions, regional forums, and governance engagements.
  • Support structured facilitation and leadership readiness.
  • Ensure meetings are efficient, strategic, well-informed, and action-oriented.
  • Track implementation of decisions and follow-up commitments.
  • Strengthen leadership productivity and meeting quality.
  • Support both internal and external leadership engagements.

4. Documentation, Reporting, Information Management & Institutional Memory (10%)

  • Consolidate, manage, and maintain leadership documentation, reports, strategic plans, governance records, and organisational updates.
  • Ensure documentation quality, accessibility, and consistency.
  • Support preparation of internal reports, leadership dashboards, progress updates, and strategic summaries.
  • Strengthen institutional memory and organisational continuity.
  • Promote knowledge discipline within leadership systems.

5. Internal Communication, Organisational Coordination & Cross-Cluster Alignment (10%)

  • Support communication between CLT members, cluster teams, functional teams, and governance actors.
  • Ensure clarity, consistency, and strategic alignment of internal messaging.
  • Strengthen organisational coordination across dispersed regional structures.
  • Reduce duplication, fragmentation, and communication bottlenecks.
  • Support integrated leadership communication systems.
  • Promote organisational coherence.

6. External Engagement Coordination & Leadership Representation Support (5%)

  • Coordinate logistics, materials, and documentation for external meetings, partner engagements, donor forums, and strategic alliances.
  • Support briefing preparation and follow-up.
  • Strengthen external engagement discipline and accountability.
  • Ensure strategic continuity across leadership engagements.
  • Support Oxfam's regional representation systems.

7. Strategic Planning, Monitoring & Organisational Priority Tracking (10%)

  • Support development, coordination, and monitoring of strategic plans, leadership priorities, transformation milestones, and organisational commitments.
  • Track progress against strategic objectives.
  • Identify implementation gaps and coordination challenges.
  • Strengthen strategic planning discipline.
  • Support leadership adaptability and organisational responsiveness.
  • Ensure continuity between planning and execution.

8. Continuous Improvement, Governance Innovation & Systems Strengthening (5%)

  • Identify opportunities to strengthen governance systems, workflow management, coordination tools, and leadership processes.
  • Develop templates, systems, dashboards, and process innovations.
  • Promote efficiency, institutional learning, and adaptive governance.
  • Strengthen future-fit leadership systems.
  • Support long-term organisational transformation.

Requirements

PERSON SPECIFICATION

Essential

  • Bachelor's degree in Human Resources, Business Administration, Project Management, Development Studies, Social Sciences or a related discipline. Progress towards a professional qualification in project management such as PRINCE2, PMP or equivalent is an asset.
  • Minimum of 5 years progressive experience in:
  • Project coordination or programme management
  • Planning, monitoring, and reporting systems
  • Administrative or operational support in complex environments
  • Strong organisational and planning skills.
  • Ability to manage multiple priorities and deadlines.
  • Excellent communication and interpersonal skills.
  • Experience working in multi-country or multi-stakeholder environments.
  • High attention to detail and problem-solving ability.
  • Ability to work independently and proactively.

Desirable

  • Postgraduate qualification or certification in:
  • Project Management (e.g. PRINCE2, PMP or equivalent)
  • Organisational Development
  • Development Studies or related field
  • Training in Monitoring, Evaluation, Accountability and Learning (MEAL), Partnership management or localisation approaches, or facilitation, coordination, or team leadership desirable.
  • Experience in INGOs or partner-led development models.
  • Knowledge of Southern Africa regional context.
  • Experience working with localisation and decolonial approaches.
  • Portuguese language capability.
