Job Description

OVERVIEW

The Local Government Service Commission is inviting applications from suitably qualified Malawians to fill the following vacant positions existing at Zomba City Council.



POSITION 1: ESTATES MANAGEMENT OFFICER (GRADE M6/I)

KEY REQUIREMENTS

  • Bachelor's Degree in Estate Management, Real Estate Management, Land Economy, Land Management, Property Management, Land Administration, Property Development and Management, or an equivalent relevant qualification from an accredited and recognized university.
  • At least two (2) years of relevant working experience in estate management.

KEY RESPONSIBILITIES

  • Maintains proper records of tenants, landholding and City properties in Traditional and low-cost housing areas.
  • Process applications for plots and attend to tenants.
  • Implement resolutions of Plot Allocation Committee.
  • Settle disputes on plot ownership and boundaries.
  • Process application forms for change of plot and property ownership.
  • Any other relevant duties as may be assigned from time to time.



POSITION 2: LAND REGISTRAR (GRADE M6/I)

KEY REQUIREMENTS

  • Bachelor's Degree in Land Management, Land Administration, Land Economy, Real Estate Management, obtained from an accredited and recognized university.
  • Two (2) years relevant working experience.

KEY RESPONSIBILITIES

  • Registration of land transactions on daily basis.
  • Settlement of land disputes within his or her jurisdiction.
  • Liaising with other stakeholders on land transactions.
  • Approving of draft instruments from various clients (banks, financial institutions and lawyers).
  • Site inspection of development projects.
  • Maintaining land register.
  • Drafting documents and other instruments.



POSITION 3: TOWN PLANNING OFFICER (GRADE M6/I)

KEY REQUIREMENTS

  • Bachelor's degree in Urban and Regional Planning, Land Management or Geography.
  • Knowledge of spatial planning, land use policies, and development control, alongside experience in preparing strategic and detailed location plans, processing development applications, and supporting planning committees.
  • Strong communication, report-writing, and stakeholder engagement skills are essential.

KEY RESPONSIBILITIES

  • Assists in preparing the agenda for Technical Officers Committee Meetings and Town Planning Committee meetings and representing the Council at these meetings.
  • Assists in Forward Planning as assigned from time to time.
  • Develops spatial and strategic plans: e.g. production of Detailed Location Plan.
  • Scrutinizes and processes development applications.
  • Assists in investigating complaints and breaches of planning conditions and taking legal action against those breaches.
  • Provides technical support to prospective developers.



POSITION 4: PRINCIPAL PARKS AND RECREATION OFFICER (GRADE M4/G)

KEY REQUIREMENTS

  • Bachelor's Degree in Parks and Recreation Management, Recreation Management, Landscape Management, Horticulture, Environmental Management, Natural Resources Management, or an equivalent relevant qualification from an accredited and recognized university.
  • Two (2) years of relevant post-qualification experience, preferably in parks, recreation, landscaping, horticulture, environmental management or local government.

KEY RESPONSIBILITIES

  • Planning and controlling all Parks, recreational and environmental functions in the City.
  • Promote technical integration of the environmental concerns into the socioeconomic development programs of the City.
  • Assist in advising the Council and city residents on all matters pertaining to landscaping in the City.
  • Ensuring the development and maintenance of Parks and recreational centers.
  • Ensuring that other directorates incorporate environmental issues in their undertakings.
  • Supervising, guiding and training staff in the directorate.
  • Preparing and controlling budget and expenditure of the directorate.
  • Representing the City on technical and planning committees.



POSITION 5: CHIEF PROCUREMENT OFFICER (GRADE M3/F)

KEY REQUIREMENTS

  • Bachelor's Degree in Procurement and Supply Chain Management, Procurement, Purchasing and Supply, or an equivalent qualification from an accredited and recognized university.
  • Be a paid-up member of the Malawi Institute of Procurement and Supply (MIPS), where applicable.
  • Five (5) years' experience in Procurement and Supply Chain Management.
  • Sound knowledge of Malawi's public procurement and disposal of public assets laws, regulations, procedures and guidelines.
  • Practical knowledge of electronic procurement systems, particularly the Malawi National Electronic Procurement System (MANePS).

KEY RESPONSIBILITIES

  • Developing, reviewing, implementing, interpreting and monitoring procurement and disposal policies, plans, strategies, programs, systems and procedures including budgets.
  • Preparing Tender Documents, pre-qualification and contract documents and administering procurement contracts.
  • Interpreting procurement and disposal policies and regulations.
  • Coordinating preparation of Procurement Notices for advertisement with the media.
  • Providing technical advice and servicing Internal Procurement and Disposal Committee and other relevant committees.
  • Developing and monitoring procurement and disposal information system.
  • Coordinating inspection of goods and equipment supplied or to be supplied.
  • Conducting performance rating and supplier appraisal for all suppliers of goods and services.
  • Preparing mandatory and evaluation reports.



POSITION 6: CIVIL ENGINEER – BUILDING AND ROADS (GRADE M6/I)

KEY REQUIREMENTS

  • Bachelor's Degree in Civil Engineering from an accredited and recognized university or institution of higher learning.
  • Two (2) years of experience in civil engineering, preferably in the design, construction, supervision and maintenance of roads, buildings and other public infrastructure.
  • Must be registered with the Malawi Engineering Institution (MEI) at the appropriate professional level.

KEY RESPONSIBILITIES

  • Supervise road/drain construction and maintenance works.
  • Compile periodic progress reports on works undertaking.
  • Prepare on-the-job training for junior staff.
  • Prepares BOQs for roads and construction projects.
  • Plan construction and maintenance works.
  • Facilitate requisition of materials for different projects.



POSITION 7: ASSISTANT ESTATES INSPECTOR (GRADE M8/K)

Reporting to: Estates/Lands Management Officer

KEY REQUIREMENTS

  • Diploma in Estate Management, Real Estate Management, Land Management, Property Management, Land Administration, Property Development and Management, or an equivalent relevant qualification from an accredited and recognized institution.
  • Two (2) years' relevant working experience in estate management, property management, land administration, valuation, property inspection, or a related field.

KEY RESPONSIBILITIES

  • Supporting implementing and monitoring of estates management policies, programs, plans, standards, strategies and procedures.
  • Supporting land regularization exercises.
  • Updating and maintaining land records.
  • Providing dispute resolution services.
  • Supporting processing of applications for plots, lease, title deeds on land in traditional housing areas.
  • Servicing plot allocation committee meetings.
  • Attending to inquiries.
  • Processing of subdivisions and regularization of plots.
  • Preparing reports.



POSITION 8: MECHANIC (GRADE M8/K)

KEY REQUIREMENTS

  • MSCE plus Diploma in Automobile Mechanics / Motor Vehicle Mechanics obtained from recognized institutions.
  • At least 2 years' experience.

KEY RESPONSIBILITIES

  • Replacing and repairing faulty vehicle parts.
  • Filling in workshop job cards.
  • Supervise all workshop staff and produce monthly workshop reports.
  • Produce a vehicle diagnosis report after an accident.
  • Updating vehicle service records.
  • Perform vehicle test drive after and before vehicles undergo services.
  • Maintaining a vehicle database of spare parts in the vehicles repair garage.
  • Producing a vehicle status report and recommending vehicles that are not roadworthy for board-off or rehabilitation.
  • Planning and preparing all council vehicles for road fitness tests.
  • Certifying the road fitness of vehicles after undergoing vehicle maintenance.
  • Assigning tasks to the workshop team.
  • Initiating workshop job cards.
  • Any other duties as assigned from time-to-time.
