Job Description
OVERVIEW
Pesticides Control Board (PCB) was established as a Statutory Corporation by an Act of Parliament of 2000 (CAP. 35:03), amended in 2018, to control and manage pesticides trade, use and disposal in Malawi. It is guided by the Board of Directors who have the overall responsibility over its strategic leadership, control and performance. In pursuit of its mandate, the Board is inviting applications from suitably qualified Malawians to fill the vacant positions that exist within the Board.
POSITION 1: PRINCIPAL HUMAN RESOURCE MANAGEMENT OFFICER (GRADE P3)
Reporting to: Registrar
Responsible for: Assistant Procurement Officer, Clerical Officer
KEY REQUIREMENTS
- A Bachelor's Degree in Human Resource Management, Business Administration or Public Administration plus three (3) years progressive post qualification experience.
- A Master's Degree will be an added advantage.
- Strong leadership and people management skills.
- Sound knowledge of human resource management policies, laws, and practices.
- Excellent analytical, communication, negotiation, and decision-making skills.
- High level of integrity, professionalism, and confidentiality.
- Strategic thinking, innovation, and results orientation.

- Proficiency in ICT and report writing.

KEY RESPONSIBILITIES
- Developing, reviewing and monitoring human resource and administrative policies, plans, systems, procedures and regulations.
- Interpreting and advising on human resource and administrative policies, terms and conditions of service and regulations.
- Coordinating the implementation of cross-cutting issues and staff welfare.
- Overseeing the development, implementation and maintenance of inventory, property and fleet management systems.
- Coordinating and processing staff recruitment, selection and deployment.
- Developing and implementing staff orientation and induction programs.
- Maintaining Human Resource Management Information System and database.
- Designing and implementing performance management system and facilitating periodic performance appraisals.
- Servicing and making submissions to the Appointment and Disciplinary Committee.
- Allocating work and appraising staff.
POSITION 2: PRINCIPAL ACCOUNTANT (GRADE P3)
Responsible to: Registrar
Responsible for: Accountant
KEY REQUIREMENTS
- A Bachelor's Degree in Accounting plus Professional Qualifications with five (5) years' experience at management level in relevant field.
- A Master's Degree will be an added advantage.
- Strong financial management, budgeting, and accounting skills.
- Knowledge of financial regulations, internal controls, and audit processes.
- Leadership, supervisory, and team management skills.
- Excellent analytical, problem-solving, and decision-making abilities.
- Proficiency in accounting software and Microsoft Office applications.
- Effective communication, report writing, and interpersonal skills.
- High level of integrity, professionalism, and ethical conduct.
- Strong organizational, planning, and time management skills.
- Ability to work under pressure, meet deadlines, and adapt to change.

KEY RESPONSIBILITIES
- Developing, reviewing and monitoring implementation of financial policies, accounting systems, plans and programs.
- Coordinating budget preparation and monitoring its implementation.
- Developing, reviewing and implementing revenue collection mechanisms.
- Preparing, analysing and interpreting financial reports, statements, Treasury Instructions and other financial documents.
- Liaising with internal and External Auditors and other stakeholders on Financial and Accounting matters.
- Representing the Board on financial matters involving Government and other stakeholders.
- Developing and implementing resource mobilisation strategies and advising on investment opportunities.
- Developing, implementing and maintaining sound financial risk management mechanisms.
- Allocating work and appraising staff.
POSITION 3: ASSISTANT ACCOUNTANT (GRADE P7)
Responsible to: Accountant
Responsible for: Stores Assistant
KEY REQUIREMENTS
- A Bachelor's Degree in Accounting plus two (2) years' work experience in an organization of similar nature.
KEY RESPONSIBILITIES
- Processing payments and keeping accountable documents.
- Checking payment vouchers.
- Maintaining ledgers.
- Maintaining creditors, debtors and fixed asset registers.
- Reconciling books of accounts and salary suspense ledger and accounts.
- Invoicing of clients.
- Filing accounting documents.
- Preparing salaries change sheets.
- Preparing cash control accounts.
- Preparing timely tax returns.
- Allocating work and appraising staff.
POSITION 4: EXECUTIVE ASSISTANT (GRADE P6)
Responsible to: Functionally to the Registrar and administratively to Principal Human Resource Officer
Responsible for: None
KEY REQUIREMENTS
- A Bachelor's Degree in Business Administration, Communications Management or Management.
- A Master's Degree will be an added advantage.
KEY RESPONSIBILITIES
- Preparing and typing correspondence, reports and other documents.
- Organizing and coordinating meetings, conferences and arrangements for the Registrar.
- Setting up and maintaining office systems and work procedures.
- Maintaining schedules and calendars, arranging and confirming appointments for the Registrar.
- Maintaining a comprehensive filing system in the office.
- Responding to enquiries and providing information in the Registrar's office.
- Controlling and coordinating outgoing and incoming correspondence as well as circulating it to the relevant sectors or departments.
- Operating and reporting faults of office equipment.
- Ordering and taking charge of office materials and accessories plus petty cash for small expenses of the office.
- Screening visitors or calls and directing them to the relevant authorities.
POSITION 5: FRONT OFFICE ASSISTANT (GRADE P10)
Reporting to: Clerical Officer
Responsible for: Office Assistant
KEY REQUIREMENTS
- A Diploma in Management.
KEY RESPONSIBILITIES
- Receiving, registering and guiding visitors to respective offices.
- Organizing, assembling and disseminating information and other documentation for office and visitors as required for meetings, travel and other important events.
- Coordinating and monitoring office and equipment cleaning.
- Repairing minor equipment and switchboard faults.
- Receiving, checking and recording hand driven incoming and outgoing mail.
- Relaying official messages to responsible offices.
- Analyzing and comparing telephone bills with call register.
POSITION 6: DRIVER (GRADE PCB 11)
Reporting to: Clerical Officer
KEY REQUIREMENTS
- MSCE and a valid Driving Licence.
- Defensive Driving Licence.
- Plus 2 years' work experience.
KEY RESPONSIBILITIES
- Driving and cleaning vehicles.
- Conducting daily and routine motor vehicle checks.
- Maintaining motor vehicle log book.
- Carrying out minor routine maintenance work.
- Reporting faults.
- Advising on vehicle repairs and renewal of licenses.
POSITION 7: SECURITY GUARD (GRADE P12)
Responsible to: Clerical Officer
Responsible for: None
KEY REQUIREMENTS
- Malawi School Certificate of Examinations (MSCE).
KEY RESPONSIBILITIES
- Conducting security patrols and guarding property.
- Identifying, investigating, or resolving security issues.
- Investigating and reporting any incident.
- Advising staff on security and safety issues.
- Preparing and submitting daily security activity reports.
- Keeping offices and surroundings clean and tidy.
