CRS is recruiting in anticipation of an award – recruitment for all candidates is contingent upon successful award of the project.
CRS is seeking candidates for an anticipated multi-county child development, care, and protection project. The overall objective of the project is to strengthen national systems that protect vulnerable children, support families, and improve early childhood development through locally led and sustainable approaches. The project will improve outcomes for vulnerable children by strengthening child protection systems, supporting families and caregivers, advancing integrated early childhood health and development, and reducing reliance on residential care.

POSITION 1: INTEGRATED EARLY CHILDHOOD DEVELOPMENT ADVISOR

JOB SUMMARY
The Advisor II acts as the subject matter expert providing technical advice, guidance, and support to strengthen child protection, care, and development systems in Malawi. Through application of specialized technical expertise, the Advisor will support project implementation, systems strengthening, capacity development, and learning efforts to improve outcomes for vulnerable children and families. The Advisor contributes to improving policies, practices, service quality, and sustainable system change through collaboration with government, civil society, faith-based, and community stakeholders.
KEY REQUIREMENTS
Basic Qualifications:
- Bachelor's degree in a related field required.
- Minimum of eight years of work experience required in departmental-specific area of specialization.
- Previous experience managing multiple projects in a single department.
- Previous experience in managing departmental projects.
- Experience working with government, civil society, faith-based, or community actors.

KEY RESPONSIBILITIES
- Serve as the project's subject matter expert for Integrated Childhood Development. Provide technical advice, guidance and leadership within the area of specialization, in coordination and collaboration with the global technical counterpart and drawing on senior consultants and resource partners with specialized expertise, to ensure project strategies, tools, training content, implementation approaches, and partner support reflect current evidence, technical standards for program quality, and country context.
- Provide technical assistance to strengthen systems serving children and families. Support government, civil society, faith-based, and community actors to develop, adapt, and implement relevant policies, regulations, standards, standard operating procedures, tools, and guidance at national and targeted subnational levels.
- Strengthen capacity and implementation quality. Provide coaching, training, supportive supervision, and technical troubleshooting to project teams, partners, and relevant system actors to improve practice and program results, support adherence to standards, and effectively and efficiently address performance gaps.
- Support integrated project delivery across technical areas within the project. Work closely with the project team, global technical counterpart, resource partners, other subject matter experts, Monitoring, Evaluation, Accountability, and Learning (MEAL), and implementation teams to support coordinated, mutually reinforcing technical approaches within a cohesive project strategy.
- Support MEAL, evidence use, and adaptive learning. Work with the MEAL team to ensure technically relevant data are captured, interpreted, and used to inform programming, strengthen practice and accountability, document learning, and support continuous improvement.

POSITION 3: SENIOR PROJECT OFFICER, MEAL

JOB SUMMARY
As a monitoring, evaluation, accountability and learning (MEAL) lead for the project team in Malawi, the Project Officer Sr will facilitate the achievement of project objectives by coordinating and reporting on all project MEAL activities and providing MEAL-related technical guidance and advice to staff and implementing partner(s) advancing Catholic Relief Services' (CRS) work serving the poor and vulnerable. KEY RESPONSIBILITIES
- Organize and lead the implementation of all assigned project MEAL activities in-country as outlined in the Work/Detailed Implementation Plan, in line with CRS program quality principles, standards and MEAL policies, procedures, and practices; donor MEAL requirements, and industry good practices.
- Ensure learning properly accompanies project activities throughout the project cycle. Support accountability through coordinating project reflection and learning activities and guiding partners in their efforts to reflect on project experiences. Analyze implementation challenges and report any inconsistencies and gaps to inform adjustments to plans and implementation schedules.
- Lead the roll-out and implementation of the project's feedback and response mechanism (FRM). Support actively seeking and responding to feedback from all members of targeted communities and other stakeholders as defined by the FRM.
- Support the collection, analysis, validation, and reporting of project and milestone data through national information systems as feasible, working with government counterparts to improve data quality, completeness, timeliness, and use for decision-making.
- Coordinate and facilitate national and sub-national consultations with government and key stakeholders to identify MEAL system strengths, gaps, priorities, and opportunities for strengthening, and support the development and implementation of agreed capacity strengthening plans.
- Provide technical assistance and mentoring to government MEAL personnel and local partners to strengthen data collection, reporting, analysis, learning, and use, while promoting the integration of project-supported tools and processes into national systems over time.
- Coordinate and oversee MEAL-related working relationships with all local project stakeholders and serve as the liaison between them and the project team to mobilize local actors and promote project activities and impact. Identify and respond to key stakeholders' information needs in MEAL activities, using a range of appropriate communication methods.
- Supervise and perform ad hoc inspections of various MEAL processes and resources at project sites to ensure timely project activities implementation and adherence to established process standards and procedures. Ensure proper tracking of resource use for project MEAL activities through periodic budget reviews and follow-up with and assistance to implementing partner.
- Support and coordinate MEAL capacity building and technical support activities to ensure assigned project MEAL activities are implemented per project guidelines and standards. Optimize partner and government participation and capacity development in the implementation of MEAL systems.
- Coordinate provision of any MEAL-related logistical and administrative support to staff and partners.
- Ensure timely, project documentation for assigned MEAL activities is complete with all required documents and is filed per agency and donor requirements. Assist with preparation of trend analysis reports and documentation of case studies and promising practices.

POSITION 5: PROJECT/GRANT ACCOUNTANT
JOB TYPE: Fixed Contract
JOB SUMMARY
The Project / Grant Accountant supports the financial management of the assigned grant by ensuring adherence to CRS accounting standards, GAAP, donor requirements, and legal regulations throughout the project life cycle. S/he focuses on project‑specific financial transactions, including timely documentation, account verification, preparation of journal entries, financial analysis, and grant‑level reporting. You will work closely with the project team to ensure accurate budget monitoring, compliance with donor rules, and effective financial support to achieve project objectives. You will be responsible for delivery of accounting and financial reporting services for either payable or receivable transactions for assigned grant.
KEY REQUIREMENTS
Basic Qualifications:
- Bachelor's Degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).

KEY RESPONSIBILITIES
- Set and monitor sound accounting and financial reporting procedures for grant subrecipients and partners following established standards. Ensure setup and maintenance of all data required for processing financial transactions for assigned grant accounts in Oracle financial accounting package.
- Review and validate supporting documentation before processing of financial transactions to ensure all required documents are accurate and complete and authorizations are in place.
- Record financial transactions following appropriate authorizations. Review and analyze various accounts to detect irregularities. Advise on corrective actions and prepare correcting entries and adjustments, as necessary.
- Assess, evaluate and monitor subrecipient financial management processes in accordance with policy and strengthen capacity of partner in financial accounting and transactions.
- Monitor disbursement/receipt schedules, alert relevant grant staff of due payments/liquidations, and maintain appropriate communication and follow-up to facilitate timeliness of financial resource management and compliance with set deadlines.
- Prepare various periodic and ad hoc financial reports and perform variance analysis to assist grant staff with decision-making. Assist with budget maintenance for proper management of financial resources.
- Provide information to grant staff, subrecipients, and partners on financial accounting policies and procedural compliance issues and deliver training and other capacity building activities.
- Perform assigned treasury grant (cash payment/receipt, cash forecast, etc.) and finance duties, as long as segregation of duties is ensured.
