Job Description
OVERVIEW
Catholic Relief Services (CRS) is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality.
CRS is recruiting for the following positions.
POSITION 1: PROGRAM MANAGER II / UNIT MANAGER – HEALTH, NUTRITION AND SOCIAL SERVICES
Location: Lilongwe, Malawi
Reports to: Head of Programs
Travel: Must be willing and able to travel up to 30%
KEY REQUIREMENTS
- Master's degree in Health, Nutrition or related field plus five years' relevant professional experience.
- Minimum three years' professional experience planning, managing, monitoring, and evaluating Health and Nutrition programs.
- Proven ability to conceptualize, develop, plan, and manage programs, as well as to impart knowledge and teaching skills.
- Good experience in project grants management, including project design, preferably for grants from multiple public donors.
- Demonstrated ability to write high-quality technical proposals.
- Experience engaging with partner organizations.
- MEAL skills and experience required.
- Staff management experience and abilities that are conducive to a learning environment.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
- Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions.
- Strong relations management abilities.
- Good presentation and facilitation skills.
- Proactive, resourceful, solutions-oriented and results-oriented.
- Fluency in English and Chichewa.
KEY RESPONSIBILITIES
Supervisory Responsibility
- Supervise assigned staff to ensure effective and efficient implementation of project activities.
- Provide newly hired PMs with adequate support to learn and apply CRS policies and procedures.
- Oversee the timely preparation of high-quality progress reports, program reports, and donor reports.
- Monitor Health PMs' budgets on project spending and procurement of materials and closely monitor monthly spending on all budgets.
- Plan out department leave time and ensure adequate coverage of PMs in their absence.
- Oversee Health staff field travel and compile travel plans monthly.
- Mentor and coach staff promptly, working with them to develop performance and development plans in line with the CRS Performance Management System.
- Organize quarterly TWGs for Health PMs and partners.
- Plan out annual SRFMP visits in consultation with PMs and with the safeguarding focal point person/Compliance department.
- Provide technical support and supervision to CRS staff in health and nutrition program activities.
Strategy and Program Design
- Contribute to the design and development of proposals; drafting, reviewing, and editing.
- Provide technical guidance to ensure new project proposals are consistent with best practices and standards.
- Collaborate with other departments (Monitoring, Evaluation & Learning unit, Agriculture & Livelihoods) to ensure effective program integration.
Program Implementation
- Provide technical assistance to all relevant partners with primary focus on areas of Health and Nutrition, MEAL as well as financial management.
- Provide technical support and guidance to ensure compliance with relevant CRS, donor, and national government policies, regulations, and procedures throughout the project cycle for all assigned projects.
- Document best practices of Child and Maternal Health and Nutrition, especially in relation to Early Childhood Development, Gender issues, and integrated approaches to address malnutrition.
- Review reports to donors and other stakeholders to ensure that they are of high quality and according to established standards and timelines.
Learning, Monitoring, and Evaluation
- Review and update systems of reporting, monitoring and targeting in consultation with the MEAL Unit.
- Facilitate and develop specific strategic targets for each year for implementing partners and undertake this exercise to cover the three years of the program.
- Establish functional relationships to share and learn from each other on relevant implementation lessons, approaches, and technical innovations.
- Facilitate and develop appropriate health and nutrition performance indicators as well as guidelines to enhance the quality of implementation.
- Ensure programmatic adherence, monitoring and reporting through regular site visits, review and approval of annual work plans/budgets, and effective and timely partner reporting comprising accurate and reliable data, reflecting appropriate focus and priorities.
- Track performance progress for all projects as assigned.
- Liaise with the MEAL unit for appropriate support in MEAL to design and undertake specific surveys, project evaluations and targeted impact assessment studies.
- Use MEAL information to make project management decisions on a timely basis.
- Establish, maintain, and improve active and regular working relationships with government authorities, partner agencies, NGOs, and CBOs.
- Participate in cross-visits with relevant Technical Working Group members.
KEY WORKING RELATIONSHIPS
Internal: Head of Programming, CRS Project Managers, MEAL and finance staff, Technical Advisors.
External: Malawi Government officials and structures as appropriate, NGOs, CBOs, Private sector, Partners.
POSITION 2: CHIEF OF PARTY – CHILD DEVELOPMENT, CARE AND PROTECTION
Location: Malawi
Travel: Must be willing and able to travel up to 25% to remote low resource locations.
Supervisory Responsibilities: Yes – Leading a project of 6 staff (Program Managers, Technical Project officers, MEAL)
KEY REQUIREMENTS
- Bachelor's degree in a health-related field, international development, or international relations.
- Minimum 8 years' relevant management and health technical experience.
- Minimum 5 years' experience managing donor funds, including multi-country grants. Strong knowledge and experience in budget management.
- Minimum 2 years' experience managing staff and abilities that are conducive to a learning environment. Experience coaching senior program staff.
- Demonstrated understanding of service delivery systems in the health sector, primary health care, national health strategies, and the role of governmental, civil society, and faith-based partners.
- Strong relations management abilities.
- Demonstrated experience of successful program management, leading and coaching diverse, multi-disciplinary teams.
- Strong strategic, analytical, systems thinking, and problem-solving skills.
- Strong communications and presentation skills.
- Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.
- Fluent English and Chichewa.
Preferred Qualifications:
- Master's or Doctorate Degree in social work, education, health or a related field.
- Recognized leader in sector as demonstrated by peer reviewed publications, conference presentations etc.
- Experience engaging partners and strengthening partnerships. Knowledge of CRS partnership strategy.
KEY RESPONSIBILITIES
Relationship Management:
- Serve as lead relationship manager and representative with all in-country stakeholders, including the Ministry of Gender, Children, Disability and Social Welfare, foreign governments, the Ministry of Health, the Ministry of Finance, civil society partners, other FBOs, and community networks.
- Oversee the identification, assessment and strengthening of partnerships relevant to the project, applying CRS' partnership principles, concepts, tools and approaches.
Project Management:
- Lead all aspects of the development, implementation and consolidation of the project in Malawi.
- Provide management, guidance, and technical oversight of the project throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with CRS quality principles and standards, donor guidelines, and industry best practices.
- Manage integration of CP project processes and activities with the global project team.
- Establish a safe environment for sharing ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies.
Supervision:
- Oversee the development of staffing plans and the recruitment process of senior staff.
- Effectively manage senior programming and operations talent, ensuring coordination between program and operations leads.
- Manage team dynamics and staff well-being. Provide coaching and mentoring.
- Strategically tailor individual development plans and complete performance assessments for direct reports.
- Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming.
- Ensure all staff understand and adhere to CRS staff safety and security policies and plans.
Program Quality:
- Oversee the project technical assistance and capacity strengthening activities for staff and partner organizations to enhance program quality and impact.
- Ensure the project is co-created and implemented to meet donor expectations in terms of timely and quality results and budget, including strategies for phase out and sustainability.
- Ensure the CRS program quality standards are adhered to per MEAL policy and procedures.
Program Learning:
- Lead the development of program learning and share how the project contributes to the thought leadership of the industry.
- Identify opportunities for learning, research, and publications.
- Facilitate the dissemination of promising practices and lessons learned to contribute to the agency's knowledge management agenda.
- Ensure integration of innovations and best practices.
Stewardship:
- Promote, uphold and model a commitment to the efficient use of agency and donor resources.
- Ensure compliance with donor guidelines, including financial tracking and oversight of partner budgets, finance, milestones, administration and reporting.
- Approve program expenditures, budget adjustments, and cost modification requests to donors.
Communications:
- Oversee the development of communication strategies and materials, complying with donor and CRS' branding and marketing requirements and procedures.
