ABOUT THE PROGRAMME
Nkhoma Relief and Development (NRD), the development arm of CCAP Nkhoma Synod, is implementing a 5-year Agriculture and Livelihoods (AGL) Programme (Project #3294) in Salima District, Traditional Authority Salima, with funding from the Canadian Food Grains Bank (CFGB) through World Renew. The programme aims to improve well-being, food security, resilient livelihoods, and equality for 1,842 smallholder farming households (7,368 people) across 10 Group Village Headmen areas (March 2026 – February 2031). Key programme outcomes include improved farming practices, crop diversification, post-harvest loss reduction, strengthened Village Savings and Loan Associations (VSLAs), gender equality through GALS, and enhanced partnerships with government and civil society.
POSITION 01 : Project Coordinator

ROLE PURPOSE
The Project Coordinator will lead the operational management and coordination of all AGL programme activities across 10 GVH areas in Traditional Authority Salima. The role drives delivery against the programme's Performance Management Framework (PMF), ensuring results for 1,842 beneficiary households across Intermediate Outcomes on food security, income diversification, gender equality, and community resilience partnerships.
KEY RESPONSIBILITIES
- Lead, manage and coordinate planning, execution and monitoring of AGL programme activities, ensuring alignment with PMF targets and CFGB/World Renew reporting timelines.
- Track programme performance against key indicators including maize yield increases, household food security and dietary diversity.
- Oversee data collection, management, and analysis to support programme decisionmaking, ensure quarterly, annual, and endline reports are submitted on time.
- Manage programme budgets across all activity lines, ensuring efficient resource utilization in line with NRD (Synod), and CFGB donor requirements.
- Supervise and provide technical support to the MEAL Officer, Finance Officer, and three Field Officers for integrated programme delivery.
- Lead stakeholder engagement with District Agriculture Development Office (DADO), local government, NGOs, churches, and community structures.
- Identify and proactively mitigate programme risks, maintaining continuous progress toward food security and livelihoods objectives.
- Coordinate capacity-building activities including Farmer Field Schools, demonstration plots, and VSLA establishment.
- Champion gender equality and safeguarding principles across all programme activities, ensuring women hold leadership roles.
- Oversee asset management, ensuring all project resources and inputs are delivered and accounted for across all delivery sites.
QUALIFICATIONS & EXPERIENCE
- Bachelor's Degree in Project Management, Agriculture, Environmental Science, Disaster Management, Development Studies, or related field.
- Minimum 3 years post-qualification experience in Agriculture and Livelihoods projects.
- Demonstrated expertise in multi-sectoral programmes: food security, natural resource management, disaster risk reduction, and livelihoods-based development.
- Proven track record in performance monitoring using frameworks aligned to donor standards (CFGB experience an advantage).
- Strong experience coordinating with government agencies, local authorities, and community organizations.
- Competency in gender-intentional programming and safeguarding standards.
- Proposal writing, budget management, and strategic planning skills.
- Proficiency in digital data collection tools (Kobo Collect, ODK, GIS) desirable.

POSITION 02: MEAL Officer

ROLE PURPOSE
The MEAL Officer is responsible for designing, implementing, and managing the Monitoring, Evaluation, Accountability, and Learning system for the AGL programme. This role is critical in tracking performance against the PMF indicators across all four intermediate outcomes — food security, income and livelihoods, gender equality, and community partnerships — for 1,842 households across 10 GVH areas.
KEY RESPONSIBILITIES
- Design and maintain the AGL Performance Monitoring Framework, including baseline, midline, and endline data collection systems aligned with CFGB/World Renew standards.
- Lead baseline, annual, and endline surveys of target households using HDDS, HFIAS, CSI, and WEAI tools.
- Collect and analyze data on key indicators including: dietary diversity, household food security, and post-harvest loss reduction.
- Manage and administer the project MEAL database; aggregate, analyze, and interpret findings for adaptive management and donor reporting.
- Support the tracking of VSLA indicators: cumulative savings, functional groups, and women membership.
- Monitor gender outcomes including women's participation, leadership positions, and decision-making empowerment indicators.
- Conduct quarterly data quality checks with Field Officers and implementing partners; organize refresher MEAL training as needed.
- Develop case studies and document lessons learned to capture qualitative programme outcomes and support organizational learning.
- Support mid-term review and final evaluation processes, liaising with external consultants.
- Provide evidence-based recommendations to the Project Coordinator for programme performance improvement.
QUALIFICATIONS & EXPERIENCE
- Bachelor's Degree in Monitoring and Evaluation, Economics, Statistics, Social Science, or related field.
- Minimum 3 years practical experience in MEAL roles within Agriculture and Livelihoods programmes.
- Expertise in quantitative and qualitative data collection, management, and analysis using EXCEL, SPSS, STATA, or equivalent.
- Proficiency in digital data collection platforms: Kobo Collect, ODK Collect, and GIS mapping tools.
- Demonstrated experience designing tools and strategies for performance data collection.
- Knowledge of CFGB/World Renew MEAL standards and donor reporting requirements (advantageous).
- Strong skills in research, report writing, and communicating MEAL findings to diverse audiences.

ROLE PURPOSE
The Finance and Administration Officer will ensure robust financial management, compliance, and administrative efficiency across the AGL programme. The role guarantees that resources are deployed in alignment with NRD policies, Nkhoma Synod agreements, CFGB/World Renew donor requirements, and applicable government regulations — supporting accountable programme delivery for 1,842 beneficiary households.
KEY RESPONSIBILITIES
Compliance & Financial Governance
- Ensure all financial activities comply with NRD policies, Synod agreements, CFGB/World Renew donor requirements, and Government of Malawi regulations.
- Adhere to and promote safeguarding principles across all financial and administrative duties.
Financial Management & Record-Keeping
- Maintain accurate daily transaction records with complete supporting documentation.
- Manage petty cash and process disbursements in line with approved authority levels and financial policies.
- Handle full accounts payable cycle from procurement to invoice payment; review advances, reconciliations, and inter-office charges regularly.
- Support budget implementation, monitor field expenditure against allocations, and flag variances to the Project Coordinator.
- Submit statutory reports and filings in compliance with applicable government laws.
Procurement, Logistics & Administration
- Conduct procurement activities in accordance with Synod procurement policy; prepare purchase orders and track deliveries.
- Support logistical arrangements, office management, and asset tracking across programme locations.
- Liaise with Synod HR Manager on Human Resource and administration matters affecting programme staff.
- Maintain financial and administrative databases; support audit preparation and ensure records are always up-to-date.

POSITION 04: Field Officers

ROLE PURPOSE
The Field Officers will serve as the primary implementation and community engagement arm of the AGL programme. Working directly with farmers, Lead Farmers, and community structures across 10 GVH areas, drive the delivery of climate-smart agriculture, Farmer Field Schools, VSLA development, enterprise support, nutrition education, and gender programming to achieve programme targets for 1,842 households.
1) Agriculture and Livelihoods Officer
KEY RESPONSIBILITIES
- Facilitate and support Farmer Field Schools and demonstration plots, guiding farmers in climate-smart agriculture, conservation agriculture (CA Plus), and integrated pest and disease management.
- Work with Lead Farmers and communities to establish and support Village Savings and Loan Associations (VSLAs), monitoring savings mobilization toward the cumulative target.
- Promote crop diversification and biofortified crop production (OFSP, orange-fleshed varieties) to improve dietary diversity.
- Support post-harvest loss reduction activities: promote PICS bags, backyard gardens, and collective marketing through cooperatives.
- Facilitate enterprise development activities, supporting enterprises and tracking income progress.
- Administer community scorecard processes; conduct data collection using Kobo Collect/ODK; prepare field reports and register attendance at all project activities.
- Liaise with DADO extension workers, VDCs, GVHs, and other local government structures to ensure programme alignment and community ownership.
2. Nutrition Officer
KEY RESPONSIBILITIES
- Promote biofortified crops (orange-fleshed sweet potato, biofortified maize and beans), diverse vegetables (dark green leafy vegetables, tomatoes), protein-rich legumes, and fruits to improve dietary diversity
- Facilitate establishment of backyard gardens for year-round production focusing on vitamin A-rich vegetables, dark greens, legumes, and fruits.
- Promote small livestock and livelihood (rabbits, goats) through pass-on schemes providing protein and income.
- Facilitate training on intensive garden management.
- Conduct nutrition education sessions and cooking demonstrations for pregnant and lactating women; support training of community nutrition champions.
- Collaborate with the District Health Office to ensure nutrition screening, growth monitoring referrals, integration with maternal and child health services, and engagement of community health workers.
- Administer community scorecard processes; conduct data collection using Kobo Collect/ODK; prepare field reports and maintain attendance registers at all project activities.
3. Gender and Safeguarding Officer
KEY RESPONSIBILITIES
- Administer community scorecard processes; conduct data collection using Kobo Collect/ODK; prepare field reports and register attendance at all project activities.
- Coordinate community awareness sessions, handle community complaints through the Grievance Redress Mechanism (GRM), and promote accountability to programme participants.
- Promote the Gender Action Learning Systems (GALS) approach; ensure women's active participation and engagement of men as gender allies.

QUALIFICATIONS & EXPERIENCE
- Minimum Diploma in Agriculture, Nutrition, Gender, Environmental Management, Forestry, Natural Resource Management, Social Work, Community Development, or related field.
- Minimum 3 years relevant field experience in Agriculture and Livelihoods programmes.
- Demonstrated data collection skills using KoboCollect and/or ODK Collect.
- Knowledge of Farmer Field School facilitation, community mobilization, and VSLA methodologies.
- Familiarity with Community-Based Complaint Mechanisms and safeguarding standards.

POSITION 05: Driver

ROLE PURPOSE
The Driver will provide safe, reliable, and efficient transport support for AGL programme staff and activities across Traditional Authority Salima and related project sites. The role requires strict adherence to NRD and Synod transport policies and the highest standards of professionalism and vehicle stewardship.
KEY RESPONSIBILITIES
- Transport programme staff, materials, and equipment safely to field sites, community events, and meetings across programme locations.
- Maintain cleanliness and proper functioning of the assigned vehicle at all times.
- Complete vehicle logbook accurately and on time; record all trips, mileage, and fuel usage.
- Conduct routine daily vehicle checks (fluid levels, tyres, lights, brakes); report any mechanical faults promptly.
- Advise on vehicle repairs and timely renewal of licences, road tax, and insurance.
- Operate vehicles in strict compliance with NRD/Synod transport policies, road safety regulations, and safeguarding standards.
QUALIFICATIONS & EXPERIENCE
- Malawi School Certificate of Education (MSCE) or equivalent.
- Valid Malawi Driving Licence (Class B or C).
- Minimum 3 years relevant driving experience, preferably with an NGO or development organisation.
- Basic vehicle maintenance knowledge.
