OVERVIEW

The Central Medical Stores Trust (CMST) is responsible for Procurement, Warehousing, Sales and Distribution of adequate, affordable and approved and quality medicines and medical supplies to all public health facilities in Malawi. CMST is seeking to recruit transformative and visionary persons to support it to effectively fulfill its mandate across its establishments in Mzuzu, Lilongwe and Blantyre.


POSITION 1: PHARMACIST-IN-CHARGE (1 POSITION)

Job Grade: MS4 | Location: Lilongwe | Responsible to: Branch Manager (MS3) | Responsible for: Pharmacist (MS5)

KEY REQUIREMENTS

  • Bachelor's degree in Pharmacy from a recognised institution.
  • Malawi School Certificate of Education (MSCE) or its equivalent.
  • Registration with the Pharmacy and Medicines Regulatory Authority (PMRA).
  • Postgraduate training in Supply Chain Management, Logistics or a related field will be an added advantage.
  • A minimum of five (5) years' progressive experience in a busy pharmaceutical warehouse environment.
  • Proficiency in Microsoft Word, Excel and PowerPoint.
  • Knowledge of Enterprise Resource Planning (ERP) systems.
  • Excellent communication skills.
  • Good interpersonal skills.
  • Strong analytical skills.

KEY RESPONSIBILITIES

  • Ensuring that warehouse operations comply with the Pharmacy and Medicines Regulatory Authority Act, applicable regulations, and Good Warehousing and Distribution Practices.
  • Supervising and monitoring warehouse activities and processes to ensure efficiency and effectiveness.
  • Ensuring that all inventory transactions are accurately captured in real time in the ERP system.
  • Ensuring secure maintenance of documentation relating to receipts, customer orders and shipments.
  • Coordinating and overseeing third party logistics providers involved in last-mile distribution to ensure value for money.
  • Liaising with the Finance Department to ensure accurate customer invoicing.
  • Advising management on stock status and stock movement trends.
  • Ensuring that warehouse facilities, equipment and material-handling processes are maintained, optimised, safe and efficient.
  • Developing, maintaining and implementing Standard Operating Procedures (SOPs) for warehouse operations.
  • Assessing staff training and development needs and implementing capacity-building interventions.
  • Preparing work plans and budgets and managing the performance of subordinate staff.


POSITION 2: BRANCH ACCOUNTANT (1 POSITION)

Job Grade: MS4 | Location: Blantyre | Responsible to: Branch Manager (MS3) | Responsible for: Assistant Accountant (MS6)

KEY REQUIREMENTS

(Based on the role and grade, a Bachelor's Degree in Accounting or Finance, a professional accounting qualification such as ACCA, CIMA, or ICAM, and relevant experience would be expected.)

KEY RESPONSIBILITIES

  • Ensuring the availability and proper utilisation of warehouse accounting documents, including stock cards.
  • Reporting warehouse accounting matters to the Branch Manager.
  • Planning and coordinating training programmes for branch accounts staff.
  • Supporting inventory management in accordance with established stock management principles.
  • Preparing branch financial statements in accordance with accounting and statutory requirements.
  • Supporting cash flow planning and management.
  • Assisting in budget preparation and budgetary control.
  • Ensuring compliance with established policies and procedures.
  • Supervising branch accounts staff.

POSITION 3: PHARMACIST (1 POSITION)

KEY REQUIREMENTS

  • Bachelor's Degree in Pharmacy from a recognised institution.
  • Malawi School Certificate of Education (MSCE) or its equivalent.
  • Registration with the Pharmacy and Medicines Regulatory Authority (PMRA).

  • Supervising and monitoring warehouse operations to ensure efficient inventory management and order fulfilment.
  • Ensuring compliance with Good Warehousing and Distribution Practices and applicable regulatory requirements.
  • Maintaining records relating to manufacturing certificates and quality control reports.
  • Supervising the recording and updating of stock movements in management information systems.
  • Verifying and approving inventory receipts and issues.
  • Liaising with the Finance Department regarding invoicing procedures.
  • Ensuring timely processing and dispatch of customer orders.
  • Coordinating stock counts, inventories and discrepancy reporting.
  • Advising management on stock status.
  • Coordinating transport arrangements with logistics service providers.

POSITION 4: LOGISTICS OFFICER (1 POSITION)

Job Grade: MS5 | Location: Lilongwe | Responsible to: Senior Logistics Officer (MS4) | Responsible for: Assistant Logistics Officer (MS6)

KEY REQUIREMENTS

  • Bachelor's Degree in Logistics and Supply Chain Management or a related field from a recognised institution.
  • Malawi School Certificate of Education (MSCE) or its equivalent, with credits in English, Mathematics and any two science subjects.
  • Membership of the Malawi Institute of Procurement and Supply (MIPS) is required.
  • A qualification in Pharmacy will be an added advantage.
  • A minimum of three (3) years' relevant experience in logistics, transport management, fleet management or supply chain operations.

POSITION 5: INVENTORY CONTROL OFFICER (1 POSITION)

KEY REQUIREMENTS

  • Bachelor's Degree in Supply Chain Management, Inventory Management, Warehouse Management, Logistics, Stock Control, or a related field from a recognised institution.
  • Malawi School Certificate of Education (MSCE) or its equivalent, with credits in English, Mathematics and any two science subjects.
  • A qualification in Pharmacy will be an added advantage.
  • A minimum of three (3) years' relevant experience in inventory control within a busy warehouse or FMCG environment.

KEY RESPONSIBILITIES

  • Monitoring and controlling stock levels in the warehouse and initiating stock replenishment processes in a timely manner.
  • Generating and sharing stock status reports with relevant stakeholders.
  • Ensuring warehouse records are accurate, properly maintained and that all inventory transactions are captured in the ERP system.
  • Ensuring that stock is stored in the correct locations and quantities through regular cycle counts.
  • Ensuring that unusable and damaged stock is managed in accordance with approved SOPs.
  • Investigating inventory variances and coordinating corrective actions.
  • Coordinating and supervising stock control activities, including receiving, costing, storage and issuing of stock.
  • Ensuring efficient use of warehouse space and effective inventory documentation.
  • Verifying that stock cards and inventory records are maintained accurately and updated on time.
  • Supporting procurement planning processes through inventory analysis and forecasting.
  • Maintaining proper filing systems and ensuring timely retrievals of inventory documentation.

POSITION 6: SECURITY SERVICES OFFICER (1 POSITION)

Job Grade: MS5 | Location: Lilongwe | Responsible to: Human Resource and Administration Manager (MS3) | Responsible for: Assistant Security Services Officer (MS6)

KEY REQUIREMENTS

  • Bachelor's Degree in Security Studies, Security Management, Criminology, Risk Management, Public Safety Management, Military Science, Law Enforcement or a related field from a recognised institution.
  • Malawi School Certificate of Education (MSCE) or its equivalent.
  • Professional training in intelligence, investigations, risk assessment or security management will be an added advantage.
  • A minimum of ten (10) years' progressive experience in security management, law enforcement, military service, law enforcement or a related field.
  • Retired senior police officers or military officers will have an added advantage.

  • Assessing the security needs of the Trust and recommending appropriate security interventions.
  • Coordinating the procurement and outsourcing of security services for all CMST facilities.
  • Liaising with relevant departments on the acquisition of security infrastructure and services.
  • Managing relationships with contracted security service providers.
  • Coordinating deployment and supervision of security personnel across CMST establishments.
  • Preparing and submitting monthly security reports to management.
  • Monitoring the performance of contracted security providers and recommending corrective actions where necessary.
  • Ensuring that all security and surveillance equipment is functional and properly maintained.
  • Overseeing implementation of approved security systems, procedures and operations.

POSITION 7: ASSISTANT LOGISTICS OFFICER (1 POSITION)

KEY REQUIREMENTS

  • Diploma in Pharmacy, Supply Chain Management, Logistics or a related field from a recognised institution.
  • Malawi School Certificate of Education (MSCE) or its equivalent.
  • Membership of the Malawi Institute of Procurement and Supply (MIPS) is required.
  • A minimum of three (3) years' relevant experience in warehouse, logistics or supply chain operations.

  • Coordinating and monitoring day-to-day logistics operations and distribution activities within the warehouse.
  • Developing, implementing and monitoring distribution plans in collaboration with Pharmacists and Third-Party Logistics (3PL) service providers.
  • Ensuring timely and accurate capture of receipt and delivery transactions in the ERP system and maintaining all related documentation.
  • Receiving, investigating and resolving customer queries and complaints relating to deliveries and distribution.
  • Ensuring that stock transfers and customer deliveries are processed accurately and completed within agreed timelines.
  • Coordinating inter-branch transfers with pharmacists, logistics personnel and other stakeholders.
  • Monitoring customer deliveries, following up on back orders and ensuring order completion.
  • Facilitating delivery debriefing sessions and supporting implementation of corrective actions.
  • Coordinating the collection, verification and filing of Proof of Delivery (POD) documentation.
  • Investigating delivery discrepancies and monitoring implementation of corrective measures.

  • Diploma in Security Studies or a related field from a recognised institution.
  • Malawi School Certificate of Education (MSCE) or its equivalent.
  • A minimum of two (2) years' relevant experience in security operations, preferably in a busy public or private sector organisation.
  • Retired junior police officers or military officers with skills in electronic security systems will have an added advantage.
  • Knowledge of modern security systems and surveillance technologies.
  • Excellent analytical and investigative skills.

KEY REQUIREMENTS

  • Certificate in Supply Chain Management, Stores Management, Inventory Management, Logistics, Warehouse Management or a related field from a recognised institution.
  • Malawi School Certificate of Education (MSCE) or its equivalent.
  • A minimum of two (2) years' relevant experience in the storage and handling of commodities within a large warehouse environment.
  • Experience in handling health commodities, including HIV/AIDS products, will be an added advantage.
  • Strong organisational and planning skills.
  • Good numerical and stock-control skills.
  • Attention to detail and accuracy.
  • Ability to handle multiple tasks simultaneously.

  • Ensuring that medicines and medical supplies are stored under appropriate temperature, security and environmental conditions.
  • Supervising warehouse cleaning activities and preparing cleaning schedules.
  • Ensuring accurate maintenance of stock cards, bin cards and inventory records.
  • Conducting routine physical inventory checks and stock verification exercises in consultation with Pharmacists and Pharmacy Technicians.
  • Producing stock status and inventory reports.
  • Supervising warehouse assistants and providing on-the-job training and coaching.

POSITION 14: WAREHOUSE ASSISTANT (3 POSITIONS)

  • Reporting damaged, expired, short-dated or incorrectly stored stock to supervisors.
  • Maintaining a high level of stock security within the warehouse.
  • Undertaking batching of received stock in accordance with established warehouse procedures.
  • Ensuring that pallet labels are correctly maintained on all products and storage locations.
  • Maintaining cleanliness of warehouse facilities, attached offices, equipment and fittings at all times.
  • Operating warehouse equipment and tools safely as required.
  • Ensuring products are stacked and stored in accordance with approved warehouse procedures and SOPs.
  • Picking and assembling medicines and medical supplies as directed by Pharmacists and warehouse supervisors.

Job Grade: MS8 | Location: Various Duty Stations | Responsible to: Assistant Administration Officer (MS6)

KEY REQUIREMENTS

  • Malawi School Certificate of Education (MSCE) or its equivalent.
  • Valid CE Driving Licence with PGD categories.
  • Defensive Driving Certification will be an added advantage.
  • A minimum of five (5) years' progressive driving experience.
  • Free from previous convictions relating to traffic offences.
  • Mechanical knowledge will be an added advantage.
  • Experience in driving a variety of articulated vehicles.
  • High level of discipline, integrity and professionalism.
  • Excellent communication and interpersonal skills.
  • Good numerical and record-keeping skills.
  • Strong sense of responsibility and accountability.
  • Ability and willingness to work long hours.
  • Willingness to take on additional responsibilities.
  • Good personal presentation and customer service orientation.
  • Ability to remain calm and make sound decisions under pressure.

KEY RESPONSIBILITIES

  • Driving officers of the Trust in accordance with approved travel schedules and instructions.
  • Delivering mail, documents and goods to authorised destinations on behalf of the Trust.
  • Maintaining accurate and up-to-date vehicle logbooks and journey records.
  • Conducting routine inspections and ensuring the roadworthiness, cleanliness and neatness of assigned vehicles.
  • Reporting vehicle defects and maintenance requirements and ensuring timely servicing of assigned vehicles.
  • Ensuring the safety, security and protection of assigned vehicles at all times.
  • Ensuring safe and secure transportation and delivery of goods and supplies belonging to the Trust.
  • Undertaking messenger duties and supporting general administrative transport requirements.
  • Adhering to traffic laws, regulations and safe driving standards.
  • Monitoring fuel usage and reporting irregularities.
  • Assisting during loading and offloading of goods where necessary.
  • Ensuring emergency equipment and vehicle documentation are available and up to date.
  • Supporting fleet management activities and any other transport-related duties assigned by management.
