Role Summary

Our client is seeking a Monitoring, Evaluation & Learning (MEL) Expert to support the design and implementation of performance monitoring, reporting, and learning systems for strategic energy sector programmes. The role will focus on strengthening results measurement, generating actionable insights, and supporting data-driven decision-making.

Role and Responsibilities

  • Support development and implementation of monitoring, evaluation, and learning frameworks
  • Design and maintain performance tracking and reporting systems
  • Support data collection, analysis, and performance reviews
  • Produce monitoring reports, learning products, and analytical outputs
  • Support evidence generation to inform programme improvement and decision-making
  • Contribute to knowledge management and learning activities
  • Support capacity-building efforts related to monitoring and performance management

Requirements

Requirements

Experience Required

  • Minimum 8 years of experience in MEL for large government or donor-funded programmes
  • Experience designing and managing national monitoring systems

Technical Requirements

  • Master's Degree in Monitoring & Evaluation, Statistics, Economics, Development Studies, or related field
  • Proficiency in SPSS, STATA, R, Power BI, GIS, or related analytical tools
  • Understanding of results-based management and performance measurement frameworks

Other Skills

  • Strong analytical and critical thinking skills
  • Excellent written communication and reporting abilities
  • Attention to detail and ability to synthesise complex information

Working Arrangement

Based full-time in Lilongwe, with periodic travel within Malawi as required.

Terms of Agreement

  • Start Date: To be confirmed
  • Contracting Period: 12 months
