Job Description
Under the Save the Children – Balaka District Council Project, we are seeking a qualified and motivated MEAL Officer (Monitoring, Evaluation, Accountability and Learning) to support effective project performance tracking, learning, and evidence-based decision-making.
The MEAL Officer will be responsible for ensuring that project activities are properly monitored, evaluated, and improved through strong data systems, accountability mechanisms, and continuous learning. The role will be based at the Balaka District Education Office and will work closely with the programme team to ensure quality delivery of project results.
The successful candidate will support monitoring systems, evaluations, accountability frameworks, and learning processes to ensure that project performance is effectively measured and used for adaptive programming.
Reporting to: Programme Coordinator
Key Responsibilities
Monitoring:
- Track project activities and outputs against work plans
- Develop and implement indicators, tools, and systems to measure progress
- Ensure timely, accurate, and reliable data collection
Evaluation:
- Assess progress towards project objectives and outcomes
- Conduct baseline, midline, and endline assessments
- Measure project impact and effectiveness
Accountability:
- Promote transparency and accountability to beneficiaries and stakeholders
- Establish and manage feedback and complaint mechanisms
- Ensure community feedback is collected, analysed, and addressed
Learning:
- Analyse project data and document lessons learned
- Share findings to support continuous improvement
- Promote evidence-based decision-making and adaptive programming
Data Management and Reporting:
- Ensure data quality, confidentiality, and proper storage
- Prepare reports, dashboards, and analytical summaries
- Support donor and management reporting requirements
Requirements
To be successful, you will bring/have:
- Bachelor's Degree in Monitoring and Evaluation, Statistics, Development Studies, Economics, or a related field
- At least four (4) years' experience in a similar MEAL role
- Strong experience in monitoring and evaluation systems and frameworks
- Excellent analytical and data interpretation skills
- Strong reporting and communication skills
- Experience with digital data management systems
- High attention to detail, accuracy, and compliance
- Strong proficiency in Microsoft Office and other computer applications
