Job Title: Human Resources and Administration Officer (1)
Reports to: Country Director
Location: Lilongwe
POSITION SUMMARY
The Human Resources and Administration Officer is responsible for developing and implementing HR strategies, policies, and procedures that support organizational goals. The role oversees the full employee lifecycle, including recruitment, performance management, employee relations, training and development, compensation and benefits, compliance, and administrative operations to ensure an efficient and productive work environment.
KEY RESPONSIBILITIES
Human Resource Management
- Develop, review, and implement HR policies and procedures in line with labor laws and organizational objectives.
- Manage the recruitment and selection process, including workforce planning, job advertising, interviewing, and onboarding.
- Draft and manage staff contracts.
- Oversee employee performance management processes, including appraisals and performance development plans, documenting staff performance that is less than satisfactory, with appropriate performance improvements/workplans.
- Develop and implement learning and development programs to enhance employee capabilities.
- Administer employee compensation, benefits, and reward programs.
- Provide guidance and support on employee relations matters and conflict resolution.
- Manage disciplinary and grievance procedures in accordance with World Relief’s policies and labor legislation.
- Ensure compliance with employment laws, regulations, and industry standards.
- Maintain accurate employee records and HR information systems.
- Mainstreaming PSEA into Human Resource management.
- Prepare and analyze HR metrics and reports to support decision-making.
- Coaching, mentoring and other developmental opportunities
Administration Management
- Oversee general office administration and ensure smooth day-to-day operations.
- Manage office facilities, equipment, and supplies.
- Supervise administrative staff and provide leadership and performance management.
- Coordinate travel, accommodation, and logistics for employees and visitors.
- Oversee vehicle fleet administration and asset management.
- Manage service contracts and relationships with external vendors and service providers.
- Ensure compliance with health, safety, and security requirements.
- Develop and monitor administrative budgets and expenditures.
Strategic Leadership
- Contribute to the development and execution of organizational strategies.
- Advise management on workforce planning, organizational development, and change management initiatives.
- Foster a positive organizational culture that promotes employee engagement and productivity.
- Support diversity, equity, and inclusion initiatives within the organization.
Requirements
MINIMUM QUALIFICATIONS
- Bachelor’s Degree in Human Resource Management, Business Administration, Public Administration, Industrial Psychology, or a related field.
- Master’s degree will be an added advantage.
- Professional HR certification (e.g., CHRM, SHRM-CP, SHRM-SCP, CIPD, HRCI) is desirable.
EXPERIENCE AND SKILLS
- Minimum of 5 years’ progressive experience in Human Resources and Administration, with at least 2 years in a managerial role.
- Strong knowledge of Malawi labor laws and HR best practices.
- Leadership and people management skills.
- Excellent communication and interpersonal skills.
- Strategic thinking and problem-solving abilities.
- Strong organizational and planning skills.
- Conflict resolution and negotiation skills.
- High level of integrity and confidentiality.
- Proficiency in Microsoft Office applications and HR systems.
- Budget management and analytical skills.
