DEPARTMENT & TEAM PURPOSE
Department Purpose: To lead and enable the delivery of Oxfam's Global Strategy in Southern Africa by operating as a unified, regionally integrated team that drives systems change through partner-centred programming, strategic influencing, and knowledge-led practice. The department ensures an agile, digitally enabled and cost-efficient operating model that maximises impact, strengthens regional coherence, and positions Oxfam as a catalyst, convenor and trusted partner across the region.
Team Purpose: We are part of a broader movement for justice in Southern Africa and work in solidarity with partners, allies, and the communities we serve. Our role is to enable locally led change by strengthening the capacity, voice and influence of local actors to shape the systems and institutions that govern power and resources. Through partnerships, convening spaces, and evidence-based influencing, we contribute to thought leadership and collective action on gender and social justice, accountable governance, and alternative economic systems.
JOB PURPOSE
The Gender Justice Technical and Partnerships Coordinator provides advanced technical support, strategic coordination, and partner-facing leadership to strengthen Oxfam's gender-transformative programming across the Southern Africa (SAF) Cluster.
The role is responsible for ensuring that feminist principles, gender justice frameworks, and rights-based approaches are consistently embedded across programme design, implementation, partner engagement, evidence generation, and influencing systems. Working closely with partner organisations, country teams, and the Gender Justice Programme Manager, the position ensures that gender justice programming is technically robust, strategically coherent, locally grounded, and aligned with Oxfam's broader regional strategy and systems-change ambitions.
As the primary technical interface with partners on gender justice, the role strengthens partner capacity, programme quality, donor compliance, and integration of gender justice across thematic portfolios including climate and economic justice, humanitarian action, governance, and resilience programming. It also plays a critical function in ensuring that programme implementation, feminist analysis, evidence generation, and advocacy are effectively linked, allowing partner and community insights to shape regional policy, advocacy, and strategic positioning.
Operating without direct line management responsibility, the role requires strong technical expertise, facilitation, systems thinking, political awareness, and professional autonomy within a complex multi-country, partner-led environment.
CONTEXT
Southern Africa is experiencing a convergence of complex and interlinked crises. Persistent poverty and extreme inequality, among the highest globally, continue to shape the lives of millions, compounded by climate shocks, economic instability, shrinking civic space, and entrenched gender inequalities.
At the same time, the region is undergoing rapid transformation. Climate-induced disasters such as droughts, floods, and cyclones are intensifying, humanitarian needs are rising, and urbanisation is reshaping patterns of poverty and exclusion. Youth populations are expanding rapidly, presenting both opportunities for change and risks of deepening inequality if economic inclusion is not achieved.
In response, Oxfam in Southern Africa has undergone a significant organisational transformation; shifting from country-based programming to a unified regional model designed to increase impact, efficiency, and influence across the Southern African Development Community (SADC). The 2026–2030 Strategy marks a decisive shift toward locally led, partner-driven approaches, with Oxfam acting as a convenor, catalyst, and influencer rather than a direct implementer.
KEY RESPONSIBILITIES
1. Technical Support to Gender Justice Programming (25%)
- Provide technical support across gender justice, women's rights, feminist leadership, gender-based inequality, social norms transformation, and rights-based programming.
- Strengthen application of feminist and rights-based methodologies across programme implementation.
- Provide guidance on gender analysis, intersectionality, and structural inequality.
- Ensure gender justice is effectively integrated across broader thematic areas including climate and economic justice, humanitarian action, and governance.
- Strengthen programme quality, strategic coherence, and technical innovation.
- Ensure interventions are evidence-based, contextually responsive, and partner-led.
2. Partner Engagement, Relationship Management & Localisation (20%)
- Build and maintain strong relationships with partner organisations, women-led movements, and civil society actors.
- Support partners in programme implementation, technical design, problem-solving, learning, and strategic adaptation.
- Facilitate communication and alignment between partners and Oxfam systems.
- Strengthen partner capacity in feminist programming, safeguarding, accountability, and compliance.
- Promote localisation, equitable partnerships, and decolonial approaches.
- Ensure community and partner realities shape programme priorities and advocacy.
- Support movement strengthening and feminist systems change.
3. Programme Delivery, Restricted Project Support & Technical Coordination (15%)
- Support implementation of restricted projects and thematic portfolios.
- Ensure gender justice components are technically strong and strategically delivered.
- Track programme progress, deliverables, and implementation quality.
- Ensure project delivery aligns with donor commitments, technical standards, feminist principles, and organisational priorities.
- Strengthen coordination across countries, teams, and stakeholders.
- Support adaptive management and strategic problem-solving.
4. Evidence Generation, Feminist Analysis, Learning & Knowledge Development (15%)
- Contribute to research, learning agendas, outcome documentation, gender analysis, and feminist evidence generation.
- Support robust feminist analytical frameworks that inform programming and policy.
- Ensure programme evidence is systematically captured and applied.
- Strengthen learning loops between implementation, influencing, and strategic planning.
- Support production of knowledge products, learning outputs, and technical documentation.
- Promote evidence-based adaptive programming.
5. Donor Reporting, Compliance & Accountability Support (10%)
- Support preparation of donor reports, updates, and technical documentation.
- Ensure gender-related outcomes, evidence, and strategic insights are clearly reflected.
- Support compliance with donor requirements, Oxfam standards, and Safeguarding frameworks.
- Strengthen quality of technical reporting across restricted portfolios.
- Ensure accountability to donors, partners, and affected communities.
- Support risk management and programme accountability.
6. Integration Across Thematic Areas, Influencing & Strategic Positioning (10%)
- Work closely with thematic teams to strengthen gender integration across all programming.
- Promote cross-thematic collaboration and coherence.
- Ensure feminist analysis informs Climate justice, Economic justice, Humanitarian action, and Governance.
- Support translation of programme insights into advocacy priorities, policy recommendations, and strategic positioning.
- Strengthen Oxfam's broader regional gender justice influence.
7. Internal Coordination, Knowledge Sharing & Cross-Cluster Learning (5%)
- Share knowledge, technical learning, and innovation across countries and teams.
- Support internal coordination on gender justice priorities.
- Strengthen methodological consistency and programme coherence.
- Support wider organisational capacity strengthening.
- Contribute to integrated nexus programming and systems-level learning.
Requirements
PERSON SPECIFICATION
Essential
- Master's degree in Gender Studies, Development Studies, Social Sciences or related discipline.
- 5 years of relevant experience in gender justice programming, feminist programme design, women's rights, and partner-led implementation.
- Strong technical expertise and ability to integrate programme design with influencing and policy work.
- Proven experience in multi-country or regional systems, partner coordination, technical advisory roles, and programme integration.
- Strong communication, analytical, and decision-making skills.
- Ability to build strong, credible relationships with internal and external individuals and organisations.
- A high level of self-awareness, personal energy, stamina and flexibility.
- Proven experience as a team worker and demonstrably cooperative with members of other teams.
- Commitment to Oxfam's safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible.
Desirable
- Portuguese language capability.
- Southern Africa regional experience.
- Experience with restricted donor programming.
