DEPARTMENT & TEAM PURPOSE


Department Purpose: To lead and enable the delivery of Oxfam's Global Strategy in Southern Africa by operating as a unified, regionally integrated team that drives systems change through partner-centred programming, strategic influencing, and knowledge-led practice. The department ensures an agile, digitally enabled and cost-efficient operating model that maximises impact, strengthens regional coherence, and positions Oxfam as a catalyst, convenor and trusted partner across the region.


Team Purpose: We are part of a broader movement for justice in Southern Africa and work in solidarity with partners, allies, and the communities we serve. Our role is to enable locally led change by strengthening the capacity, voice and influence of local actors to shape the systems and institutions that govern power and resources. Through partnerships, convening spaces, and evidence-based influencing, we contribute to thought leadership and collective action on gender and social justice, accountable governance, and alternative economic systems.


JOB PURPOSE


The Climate and Economic Justice Technical and Partnerships Coordinator provides advanced technical support, partner-facing leadership, and programme coordination to strengthen the quality, coherence, and strategic delivery of Oxfam's climate and economic justice portfolio across the Southern Africa (SAF) Cluster.


The role is central to supporting the design, implementation, and adaptive management of partner-led programmes that address the structural drivers of poverty, climate vulnerability, inequality, and economic injustice. Working closely with partner organisations, country teams, and the Climate and Economic Justice Programme Manager, the Coordinator ensures that programming is technically robust, contextually responsive, evidence-based, and strategically aligned with Oxfam's regional priorities and systems-change agenda.


As the primary technical interface with partners on climate and economic justice, the role strengthens programme quality, partner capacity, donor compliance, evidence generation, and integration with influencing priorities. It plays a critical function in ensuring that insights from programme implementation are systematically translated into regional advocacy, policy positioning, and learning systems.


Operating without direct line management responsibility, the role requires a high degree of technical expertise, strategic coordination, facilitation, systems thinking, and professional autonomy in a complex multi-country, partner-led environment.


CONTEXT


Southern Africa is experiencing a convergence of complex and interlinked crises. Persistent poverty and extreme inequality, among the highest globally, continue to shape the lives of millions, compounded by climate shocks, economic instability, shrinking civic space, and entrenched gender inequalities.


At the same time, the region is undergoing rapid transformation. Climate-induced disasters such as droughts, floods, and cyclones are intensifying, humanitarian needs are rising, and urbanisation is reshaping patterns of poverty and exclusion. Youth populations are expanding rapidly, presenting both opportunities for change and risks of deepening inequality if economic inclusion is not achieved.


In response, Oxfam in Southern Africa has undergone a significant organisational transformation; shifting from country-based programming to a unified regional model designed to increase impact, efficiency, and influence across the Southern African Development Community (SADC). The 2026–2030 Strategy marks a decisive shift toward locally led, partner-driven approaches, with Oxfam acting as a convenor, catalyst, and influencer rather than a direct implementer.


KEY RESPONSIBILITIES


1. Technical Support to Climate & Economic Justice Programming (25%)


Provide technical support across Climate adaptation, Resilience, Livelihoods, Environmental governance, Economic justice and Inequality reduction.


Support application of systems-thinking approaches that address structural drivers of vulnerability and exclusion.


Strengthen technical quality across programme design, implementation, and adaptive management.


Support integration of climate and economic justice principles across broader thematic portfolios.


Ensure interventions are evidence-based, partner-led, and responsive to changing contextual realities.


Promote innovative and transformative approaches to climate and economic justice programming.


2. Partner Engagement, Relationship Management & Localisation (20%)


Maintain strong, strategic relationships with partner organisations and local actors.


Support partners in programme design, delivery, problem-solving, adaptive management, and strategic positioning.


Facilitate communication between partners, country teams, and regional structures.


Strengthen partner capacity in technical implementation, evidence generation, and compliance.


Promote localisation, equitable partnerships, and decolonial approaches.


Ensure partner voices and community realities inform strategic programming and influencing priorities.


Support movement strengthening and long-term systems change.


3. Restricted Project Delivery, Coordination & Technical Implementation (15%)


Support implementation of technical project activities, workplans, and deliverables.


Ensure project activities align with donor commitments, technical standards, strategic objectives, and partner realities.


Strengthen project coordination across countries, teams, and stakeholders.


Track progress against objectives and support adaptive management.


Ensure project implementation supports broader programme coherence.


Contribute to strategic problem-solving and programme responsiveness.


4. Evidence Generation, MEAL Integration, Research & Learning (15%)


Support integration of robust MEAL systems into programme implementation.


Contribute to research agendas, learning frameworks, outcome documentation, and technical analysis.


Ensure programme evidence is systematically captured, synthesised, and applied.


Strengthen learning loops between implementation, strategic planning, and influencing.


Support production of knowledge products and evidence outputs.


Promote evidence-based adaptive management across programme portfolios.


5. Donor Reporting, Compliance & Accountability Support (10%)


Contribute to donor reporting processes by ensuring technical results are clearly articulated, evidence-based, and strategically positioned.


Support compliance with donor standards, contractual obligations, and internal systems.


Strengthen technical reporting quality across restricted portfolios.


Ensure programme outputs and outcomes are accurately documented.


Support accountability to donors, partners, and affected communities.


Contribute to risk management and programme integrity.


6. Integration with Influencing, Policy & Advocacy (10%)


Synthesize technical evidence and field insights into policy-relevant analysis.


Support translation of programme findings into advocacy messaging, policy recommendations, and regional positioning.


Strengthen integration between programme delivery and influencing systems.


Support thematic leadership in external policy spaces where appropriate.


Ensure programme realities inform broader climate and economic justice agendas.


Contribute to Oxfam's strategic role as a regional systems-change actor.


7. Internal Coordination, Technical Knowledge Sharing & Cross-Cluster Integration (5%)


Share technical insights, innovation, and learning across countries and thematic teams.


Strengthen internal coordination on climate and economic justice priorities.


Support consistency in programme methodologies and standards.


Build technical capacity within wider Oxfam teams where relevant.


Contribute to integrated nexus programming through strong thematic coordination.

Requirements

PERSON SPECIFICATION


Essential


Master's degree in Gender Studies, Development Studies, Social Sciences or related field.


Minimum 5–7 years of relevant experience in Climate justice, Economic justice, Livelihoods, Environmental governance, and Partner-led programme implementation.


Proven experience in multi-country or regional systems, partner coordination, programme quality, and technical advisory roles.


Strong technical expertise and ability to integrate programme design with influencing and policy work.


Strong communication, analytical, and decision-making skills.


Ability to build strong, credible relationships with internal and external individuals and organisations.


Excellent personal communication skills, in written and verbal English, with strong influencing and persuasive skills.


A high level of self-awareness, personal energy, stamina and flexibility.


Proven experience as a team worker and demonstrably cooperative with members of other teams.


Commitment to Oxfam's safeguarding policies to ensure all people who come into contact with Oxfam are as safe as possible.


Desirable


Portuguese language capability.


Southern Africa regional experience.


Experience in donor-funded restricted programming.


Knowledge of policy influencing systems.


Commitment to Oxfam's overall aims and policies and experience of promoting gender equity and diversity and the interests of marginalized people in all aspects of Oxfam's work.


Ability and willingness to travel regularly, at times at short notice, locally and regionally.
