Job Description
Youth Net and Counselling (YONECO) in partnership with UNICEF Malawi is supporting the implementation of a 2026-2030 programme to accelerate the reduction of child marriage through a hyper-local, performance-driven approach focused on case response, referral systems, and accountability.
YONECO is a local NGO committed to empowering youth, women and children, promoting good health, human rights and democratic culture, adapting and mitigating the impact of climate change and conducting research for evidence-based programming and advocacy.
YONECO works with both local and international NGOs and donors, government departments and community-based organizations. YONECO has programmes and projects in Zomba, Mchinji, Ntchisi, Mulanje, Thyolo, Phalombe, Chiradzulu, Mangochi, Machinga, Balaka, Ntcheu, Nkhata Bay, Lilongwe, Chikhwawa and Rumphi. YONECO coordinates on behalf of Malawi Government the Tithandizane Helpline Services and has a national radio station.
POSITION DETAILS
- Position Title: District Coordinator
- Reports to: Programme Director
- Project: Ending Child Marriage Mobile Response Team (ECM-MRT)
- Duty Station: District-based (10 districts)
- Contract: Project Based
DUTY STATIONS (10 DISTRICTS) – One Coordinator will be based in each of the following districts:
- Nsanje
- Chikwawa
- Phalombe
- Mulanje
- Thyolo
- Lilongwe Rural
- Mzimba
- Machinga
- Mangochi
- Dedza
CHALLENGES OF THE POSITION
The successful candidate must be able to handle multiple tasks, a high volume of workflow and have the ability to prioritize those tasks on a daily basis. Learning to balance all the tasks at this position will require critical thinking and excellent time management. Flexibility and the ability to respond to last minute requests are essential.
KEY RESPONSIBILITIES
- Support the day-to-day implementation of the ECM programme at district level, ensuring effective functionality of the Mobile Response Team (MRT) and alignment with district child protection structures
- Strengthen coordination and collaboration among Social Welfare, Police, Judiciary, Health, Education, community structures, and implementing partners to ensure timely and survivor-centred response services
- Support operationalization of referral pathways and emergency response mechanisms for child marriage, GBV, trafficking, and other child protection cases
- Facilitate district-level planning, coordination meetings, outreach activities, and implementation reviews to improve programme delivery and accountability
- Identify operational bottlenecks affecting case response, referrals, service delivery, or coordination, and work with district stakeholders to implement corrective actions in real time
- Support the MRT and strengthen DSWO office to lead and coordinate the programme at district level through the MRTs
- Build MRTs and frontline workers' capacity in monitoring and evaluation to accurately report on program activities
- Roll out the implementation of the M&E Systems for the programme
- Strengthen the M&E systems to better capture programme outcomes and outputs
- Support the programme's operational surveys and assessments through active participation in the design, data collection, analysis, and reporting
- Track progress in the implementation of all implementing partner scope of work
- Conduct data quality assurance in Partners' Institutions
- Produce weekly, monthly, quarterly and annual reports for the CIFF ECM programme
- Share programme information through success stories, lessons learnt and case studies
Requirements
MINIMUM RECRUITMENT QUALIFICATION STANDARDS
The minimum qualifications shall be a Bachelor's degree in social science, Social Work, and Development Studies with a minimum of 5 years of experience. In addition, the officer will be required to possess the following:
- Computer Literate (MS Office, Power Bi, SPSS, Epi-Info)
- Experience of working in a non-governmental organization
- Experience with donor funded projects
- Experience in M&E and child protection case management
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
- Extensive knowledge and skills in child protection case management, programme monitoring and evaluation
- Rapid assessments, research, report writing and/or analytical skills
- Strong knowledge of ending child marriage and gender programming
- Excellent written and oral communication skills, especially in terms of reporting
