The Electricity Supply Corporation of Malawi (ESCOM) Limited is incorporated under the Companies Act of the Laws of Malawi. Its core business is to procure, transmit and distribute electric power in Malawi as well as manage System Market Operations and Single Buyer in Malawi. ESCOM Limited is, therefore, inviting applications from suitably qualified candidates to fill the following vacant Executive Management position:

Job Title: Director of Procurement and Disposal of Assets
Grade: ES3
Location: ESCOM Head Office -Blantyre
Directorate: Procurement and Disposal
Reporting to: Chief Executive Officer (CEO)
Responsible for : Procurement and Assets Disposal Manager, Chief Procurement and Assets Disposal Officer
Purpose of the Job
To effectively manage and facilitate procurement of goods, works and services, and disposal of assets in line with the Public Procurement and Disposal of Assets Act of 2017 and other related regulations.
Key Duties and Responsibilities
- Preparing Long-Term Procurement Plans (LTPP) in accordance with the Corporation’s Integrated Strategic Plan as revised from time to time;
- Preparing and managing Strategic Business Plans for Procurement and Disposal Directorate;
- Preparing cost estimates, budgets and forecast for the Procurement Division and reporting on trends, variances, challenges and risks;
- Directing and guiding the Procurement and Assets Disposal Directorate in the preparation of inputs to the Corporation strategic business plan and ensuring the submissions address the requirements of the Corporation’s mission and objectives;
- Managing, directing and coordinating all procurement activities of the Corporation in strict compliance with the Public Procurement and Asset Disposal Act, the Public Procurement Regulations and the Desk Instructions, while adhering to current best practice in the profession;
- Preparing Combined Annual Procurement Plan (CAPP) for the Corporation through assessment of needs, corporate plans and budgets, corporate profiles and forecasts based on Divisional Procurement Plans;
- Setting and monitoring professional standards throughout the procurement cycle from Needs Assessment, Bid Solicitation, Evaluation, Awards, Contract Management, Record Keeping and Supplier Appraisal;
- Overseeing the preparation and review of Bidding Documents for procurement of goods, works and services;
- Overseeing the drafting of procurement contracts and ensuring proper contract administration;
- Providing expert advice to the Internal Procurement Committee (IPC) on procurement policy and practice, also providing secretarial services to the IPC on procurement above an agreed budget value, as well as being the link between the Company and the Office of the Director of Public Procurement and Asset Disposal (ODPP) and attending IPC Meetings as required; and
- Providing effective interface with PPDA and other government bodies as required
- Representing the Procurement and Assets Disposal in the Corporation’s strategic planning process;
Requirements
Minimum Qualifications and Experience
- Bachelor’s Degree and a Master’s Degree in either Procurement, Logistics Management, Supply Chain Management or related fields from accredited institution;
- Registered with Procurement professional body;
- Minimum of ten (10) years’ relevant work experience at Senior Management level.

- Proven track record of managing procurement of a strategic institutions of the size and complexity of ESCOM Limited.
- Demonstrable leadership and team building skills;
- Results oriented, decisive, self-motivated, assertive with excellent communication and interpersonal skills;
- High levels of integrity;
- Regulatory knowledge and understanding of procurement laws and standards;
- Analytical thinking.
APPOINTMENT AND REMUNERATION
The successful candidate shall be offered a negotiable performance-related contract for a period of three (3) years subject to renewal on satisfactory performance.
