The Business Development Coordinator – Institutional Funding provides strategic coordination and technical leadership for institutional fundraising across the Southern Africa (SAF) Cluster. The role is responsible for driving pipeline development, proposal coordination, donor engagement, and consortium development to secure funding from bilateral and multilateral donors, development finance institutions, UN agencies, and institutional foundations. Working closely with programme teams, partners, and the Business Development Lead, the Coordinator ensures that funding opportunities are strategically aligned with programme priorities and Oxfam's regional strategy.

KEY RESPONSIBILITIES

1. Institutional Donor Strategy & Positioning (15%)

Support development of donor engagement and positioning strategies for bilateral and multilateral funders.

Analyse donor priorities and funding trends to inform strategic decisions.

Ensure alignment between donor engagement and SAF strategic priorities.

Advise programme teams on positioning opportunities and funding risks.

2. Pipeline Development & Opportunity Management (20%)

Identify, track, and disseminate institutional funding opportunities.

Maintain an up-to-date regional pipeline and funding calendar.

Coordinate opportunity assessments and bid/no-bid decisions.

Align opportunities with programme priorities and organisational capacity.

3. Proposal Development & Bid Coordination (20%)

Lead coordination of concept notes and full proposals.

Facilitate cross-functional proposal development teams.

Ensure proposals meet donor requirements and quality standards.

Support budget development and compliance with institutional donor guidelines.

4. Leadership of Institutional Funding Function (10%)

Lead and mentor focal points responsible for institutional fundraising.

Promote consistency in donor engagement practices.

Strengthen collaboration across countries and thematic teams.

5. Consortium Development & Partnership Coordination (10%)

Facilitate identification and development of strategic consortium partners.

Coordinate partnership negotiations and proposal contributions.

Support governance arrangements for collaborative bids.

Promote equitable partnership approaches consistent with localisation commitments.

6. Donor Relationship Management & External Engagement (10%)

Build and maintain relationships with donor representatives.

Coordinate donor meetings, briefings, and positioning events.

Represent Oxfam in donor forums where appropriate.

Strengthen visibility and credibility with key institutional stakeholders.

7. Capacity Strengthening & Country Support (10%)

Support country and thematic teams in donor engagement.

Develop tools, guidance, and templates.

Facilitate learning and knowledge sharing.

Promote consistent approaches to institutional fundraising.

8. Financial Sustainability & Resource Mobilisation (5%)

Support achievement of institutional fundraising targets.

Monitor funding trends and portfolio balance.

Identify opportunities for strategic growth and diversification.

KEY REQUIREMENTS

Master's degree in International Development, Business Administration, Public Policy, Economics, Development Finance, or equivalent qualification.

Minimum 5 years' experience in institutional fundraising, grant acquisition, business development, or donor relations, including 2–3 years in a coordination or leadership role.

Demonstrated experience working with bilateral donors, multilateral agencies, development finance institutions, UN agencies, and/or institutional foundations.

Proven experience coordinating complex proposal development and consortium bids.

Strong understanding of institutional donor compliance frameworks and funding mechanisms.

Excellent strategic planning, analytical, negotiation, and relationship management skills.

Experience working in multi-country and partnership-led environments.

Excellent written and verbal communication skills in English; Portuguese would be a strong advantage.

Proven experience as a team worker and demonstrably cooperative with members of other teams.
